Johnson Controls Program Cost Control Analyst, Navy Systems (Job Number: 1061) in York, Pennsylvania

We are seeking a Program Cost Control Analyst to join our federal team and support the finance and program teams at our York, PA (Grantley Plant) location. The position will review the status of project budgets, understand and manage schedules, prepare status reports, develop reporting mechanisms for monitoring contract financial progress, and be proactive toward required intervention and problem solving with program / contract managers and business leadership. The individual will be an independent problem solver that can pull together knowledge from a broad range of subjects to produce thorough analyses of complex, challenging issues, and use those analyses to find solutions.

As a Program Cost Control Analyst, you will:

Â

  • Leads the financial planning, tracking, analysis, and reporting on multiple projects of varying contract types, sizes, complexity, and levels of risk.

  • Ability to develop and analyze estimate at completions including all project costs (M/L/O), meet deadlines for submissions, and provide management with ongoing status of EACs and detailed budgets as contractually required.

  • Apply strong critical thinking abilities to synthesize data into actionable reporting in the development of various work products to track and monitor contract financial performance with a high attention to detail.

  • Significant cross-functional interface with program / contract managers, engineering, supply chain, operations etc.

  • Administer and track the progress of contracts from award to contract closeout, including contract set-up, billing, and cash flow analysis and reporting.

  • Monitor and prepare reports on cost and schedule variances to keep projects on schedule and budget; follows established procedures while contributing to the completion of organizational projects and goals.

  • Review and monitor contract funding and expenditures.

  • Ensure revenue is recorded according to the EAC and provide accurate data for inclusion in quarterly forecast plans.

  • Create and provide the following to program management teams:

  • Work Breakdown Structures (WBS)

  • Program base-lining

  • Risk and opportunities assessment

  • Visibility reports and variance analysis

  • Estimates To Complete (ETC) and Estimates At Completion (EAC)

  • Performance measurement techniques (Earned Value Management-EVM)

  • Establish and analyze resource (staffing) plans across multiple projects and cost centers.

  • Monitor project cost and performance trends; and assist in preparing cost/schedule variance analyses.Â

  • Assist with CAS (Cost Accounting Standards) Audits.

  • Other duties as assigned

    Required Qualifications:

  • Bachelor’s Degree from an accredited university in Finance, Accounting, or Business Administration.

  • 5-7 years’ program finance related experience preferred in the aerospace / defense industry with manufacturing / government contracting background or comparable financial and accounting experience.

  • Background knowledge with multiple contract Types including Firm Fixed Price (FFP), Fixed Price and/or Cost Plus Fixed Fee (CPFF).

  • Ideal candidates must be able to make sound decisions in a timely manner, display strong interpersonal and leadership skills, possess a high attention to detail, and follow compliance protocol.

  • Strong critical thinking skills with an ability to synthesize data into actionable reporting in the development of various work products to track and monitor contract financial performance.

  • Demonstrated leadership, critical thinking, innovative behaviors, ability to multi-task in a challenging environment.

  • Proficiency in MS Office Suite, specifically a high level of proficiency in Microsoft Excel (pivot tables, lookups, chart generation, VBA macros, etc.).

  • Excellent analytical, communication and presentations skills.

  • Strong working knowledge of FAR/DFARS/CAS

    Preferred Qualifications:

  • Experienced with Earned Value Management (EVM) tasks including developing the Work Breakdown Structure (WBS) and performance measurement baseline (PMB), monitoring and analyzing the Estimate to Complete (ETC), Estimate at Complete (EAC), significant variances, risk management reserve (MR), and preparing of internal and external status reports

  • Familiarity with Deltek Cost Point and COGNOS reporting, OneStream.
