Summary You will serve as a IT SPECIALIST (NETWORK/SYSADMIN) in the Branch, Code 109.1, Technical Support Division ofNAVAL SHIP REPAIR FACILITY . ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below. Responsibilities You will develop goals and objectives that integrate organization and Information Management objectives You will identify the need for change in organization priorities and takes action to implement such changes. You will review policies, procedures, mission objectives, and organization design You will oversee implementation of new system hardware, and software, and develops operating procedures. You will provide high-level technical expertise to accomplish analysis of options, and development of the design for advanced systems network. You will install, configure, and maintain network devices following established guidelines. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Initiates and maintains effective working relationships with other Department managers, other Shipyard organizations and management, with other agencies, and with higher level authorities, regarding computer services issues. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides consultation and instruction to functional area users on complex database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Helps establish, revise, or review policies, procedures, mission objectives, and organization design, as necessary to eliminate work problems.I In addition to my experience demonstrating the four competencies above, I have: For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing oversight of systems design, configuration and support of network communications, computer operations, information assurance, and business solutions; establishing, revising, or reviewing policies, procedures, mission objectives, and organization design. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying knowledge of network standards, protocols, and procedures as well as the application of network equipment including hubs, routers, switches, bridges, servers, transmission media, and related hardware. Additional Information Cont: This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
