The primary purpose of this position is to serve as a senior network administrator with responsibility for planning and coordinating the installation, testing, modifying, upgrading, troubleshooting, and maintenance of hardware and software systems. Provides technical advice to senior leadership, technical assistance and training to unit personnel. Responsibilities Serves as the Senior Information Technology Specialist (Network Services) to leadership on the network enterprise systems, designs and monitors new complex network systems, configures and installs network hardware/software modifications or upgrades. As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Keeps abreast of emerging technology to predict future network needs. Performs as a senior IT specialist, participates in leadership discussions, meetings, committees, or special projects. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A). INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include skill in applying advanced IT principles, policy and planning concepts, methods, standards and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; lead the evaluation of agency missions and programs to develop an enterprise IT architecture plan; provide technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; design plans and strategies to modify the infrastructure to support short and long range goals, objectives, and plans; evaluate, select, and modify the architecture modeling tool set used to document, maintain, and enhance the architecture plan; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. 2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. 3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems. 4. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. 5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. 6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
