State of Massachusetts Security Team Chief in Worcester, Massachusetts

The Worcester Recovery Center and Hospital (WRCH) under the Department of Mental Health (DMH) is seeking a qualified professional to serve as Campus Chief of Police to directly lead a team of Campus Police officers and dispatch/reception personnel to ensure safety and security of the campus facility at WRCH. Reporting to the Director of Hospital Security the Campus Chief of Police works closely with the campus police staff, WRCH staff and administrators, students, visitors and the local community to direct and administer the overall policing and public safety initiatives, as well as promote a safe and secure environment across the campus. The Chief provides direct oversight to police and security operations, campus emergency management and dispatch services, ensuring that policing policies and practices are followed and that safety operations are coordinated across all areas of the campus. The Chief directs and oversees the operations and strategic planning of all police functions pertaining to police services, security, and law enforcement programs; acts as a catalyst between departments, staff and external entities to ensure continuity and quality of service; and supports the mission and vision of DMH and WRCH. * Please Note*: The incumbent willwork primarily on first shift with flexible 40-hour schedule that meets the operational needs of a 24/7 facility approved by the COO. _ Duties and Responsibilities (these are a general summary and not all inclusive):_ * Oversees the operation of proper training of law enforcement and public safety personnel to ensure individual compliance with Joint Commission and state/federal laws. * Plans, establishes and monitors appropriate security and emergency procedures for the hospital to ensure compliance with standard policies, practices, laws, rules and regulations and to ensure the safety and protection of all who work and visit WHRC. * Supervises and coordinates the activities of Campus Police Officers to ensure duties are performed in conformance with established procedures. * Plans and prepares work schedules of security force; assigns subordinates to shifts and patrol areas. * Monitors and evaluates the performance of campus police personnel through observation and conferences and by reviewing reports and logs. * Plans, oversees and participates in appropriate on-the-job training and development programs for security, reception/dispatch personnel. * Prepares and submits reports and documentation for hospital administration and for local, state and federal law enforcement. * Develops and maintains liaison with local, state, federal and other professional law enforcement agencies or departments. * Participates in short and long-term planning for the Campus Police department; prepares and submits budgets. * Supervises and participates in the investigation of crimes, acts of vandalism, violations of rules and other disturbances; the control and enforcement of traffic and parking regulations; the establishment and maintenance of fire safety procedures; and any other activities as required to ensure the safety and well-being of the hospital. * Performs related duties such as requisitioning supplies and equipment and supervising the storage, use and maintenance of security department equipment. _Required Qualifications:_ * Knowledge of the principles, practices of police work including law enforcement, with preference for a wide variety of police experience including but not limited to uniform patrol, community-oriented policing, criminal investigations and interview techniques, terminology used, surveillance, police tactics, policy development, budgeting, report writing, strategic planning, emergency management and incident command in an urban and/or diverse suburban setting. * Basic understanding of the standard methods for identifying and preserving evidence. * Demonstrated knowledge of safety practices and procedures followed in the care and use of firearms. * Familiarity with the principles and correct usage of the English language including grammar, punctuation and spelling. * General knowledge of the standard methods used in fingerprint classification and identification, collecting and preserving evidence and procedures followed in the security of buildings and property. _Preferred Qualifications:_ * Demonstrated knowledge of state/federal criminal laws. * Ability to solve problems and relate to staff, constituents and other community members in a positive and professional manner. * Capacity to undertake multiple assignments, adjust priorities as needed, and perform well under stress and in emergency situations. * Skilled in building a cohesive campus police team, establishing priorities, and working collaboratively as a member of a diverse community. * Talent for recognizing the cultural diversity of the campus community and ensure sensitive and equitable treatment of all who work and visit the campus. * Ability to exercise professional judgement when visiting clients in a correctional setting. * Given the population served bilingual or multilingual fluency. _About Worcester Recovery Center and Hospital (WRCH):_ Located on over 100 acres in Worcester, Massachusetts, Worcester Recovery Center and Hospital (WRCH) is part of an integrated network of effective, efficient and culturally competent mental health services. It provides intermediate and long-term inpatient care for individuals with serious and persistent mental illness who live in Massachusetts, as well as individuals requiring specialized court ordered evaluations. WRCH provides inpatient services to 290 adults, inclusive of a Deaf Inpatient Mental Health Service, and 30 adolescents on the ACCU. _DMH Mission Statement:_ The Department of Mental Health assures and provides access to services and supports to meet the mental health needs of individuals of all ages, enabling them to live, work and participate in their communities. Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, experience in governmental police force or in law enforcement work, (B) of which at least two years must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in police science, law enforcement or criminal justice may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree or higher with a major in police science, law enforcement or criminal justice may be substituted for a maximum of two years of the required (A) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
