Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs. As a Health Insurance Specialist, GS-0107-13, you will serve as a staff-level resource to and facilitator of the CMS Issuances process by coordinating the clearance processes for individual issuances, managing aspects of the CMS' issuances process and by providing recommendations on issuance-related problems. Responsibilities Review and analyze newly developed policy interpretation/implementation instructional material prepared by CMS components. Evaluate new and existing materials for consistency with agency policies and procedures, for consistency with instructions prepared by program components throughout CMS. Provide consultative and advisory services to recipients of CMS instructions on matters related to functions within area of responsibility. Plan and carry out projects for the continuous improvement of products and processes relating to issuances of the office and Administration. Track and monitor applicable sub-regulatory guidance clearance conducted by the authoring components to ensure appropriate collaboration is conducted with internal and external stakeholders. In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Advising on complex inquiries from various stakeholders as it relates to the impact or implementation of policy instructional materials and documents; Employing automated systems, such as ECHIMP, to administer issuance processes; AND Conducting reviews of new change requests to ensure accuracy or consistency needed for issuance and posting on CMS.gov Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
