Job Title: SECO Deputy Program Manager & Military Spouse Employment Partnership (MSEP) PM

Essential Duties and Responsibilities

The SECO Deputy Program Manager & Military Spouse Employment Partnership (MSEP) PM works as a full-time employee of Zeiders Enterprises, Inc. (Zeiders) and manages and supervises MSEP services and assigned staff comprised of MSEP Operations Managers, MSEP Specialists, MSEP Recruiters and Job Search Navigators under the umbrella of the SECO Task Order. The MSEP PM provides overall leadership and guidance for the MSEP team, including assigning tasks, supervising, training and managing overall performance of the MSEP program and interaction with the Program Office. Duties and responsibilities include:

  • Work with the Government MSEP Program Manager, and SECO contract’s Task Order Program Manager in the execution of the MSEP program to provide reporting, briefing, quality control, budget execution and other support as required for customer delight.

  • Develop a strategy for MSEP program growth, reporting and tracking, outreach, annual partner meetings and new partner orientation webinars.

  • Provide innovative thought leadership to the customer to enhance and grow the SECO program and Military Spouse Employment Partnership.

  • Develop and implement operational policies, procedures and guidelines for the effectiveness and efficiency of operations.

  • Ensure that contract staff receive required job-related training and facilitate the approval process for government-directed training in accordance with contract requirements.

  • Ensure operational performance, quality control, budget and other performance standards are exceeded.

  • Provide day-to-day strategic and operational management of the program.

  • Ensure sufficient technical resources are established to meet contract requirements.

  • Create and maintain efficiencies by developing positive workflows, using appropriate resources, evaluating by performance metrics and developing process improvement when necessary.

  • Integrate employer support activities with other SECO Program services as required, e.g. webinars, social media, event support, outreach, etc.

  • Collaborate and coordinate with the other contract managers (Career Center and Program Support) to identify and resolve problems that arise with staffing and program execution, and to ensure full integration of MSEP into the overall SECO program.

Required Education and/or Experience Qualifications

  • Master’s degree in Business, Human Resources, Marketing, Communication or related field.

  • Ten (10) years' experience in human resources program administration/management experience.

  • Ten (10) years of personnel management/staff supervision.

  • Five (5) years of supervisor experience as a program manager operating a similar program.

  • Five (5) years' experience with government contracting processes and familiarity with Federal Acquisition Regulations.

  • Five (5) years' experience with program design, development, implementation, and evaluation.

  • Strong proven track record with excellent written and verbal communication skills.

  • Ability to lead program presentations to senior government, military and commercial leaders.

  • Proven ability to manage complex programs with multiple work streams.

  • Ability to use Microsoft Office programs.

  • Ability to obtain and maintain a government background investigation.

  • This position requires US Citizenship.

  • You will need to complete and clear the full government background check process based on your role.

Preferred Qualifications

  • Experience/knowledgeable/skills in the area of employment industry, job placement, spouse employment, career counseling, and related services.

  • Experience managing remote and geographically dispersed teams.

  • Program Management Professional (PMP) certified

  • Direct military lifestyle or populations knowledge or experience, such as from a Military Spouse, Veteran or Wounded Warrior.

Supervisory Responsibilities

  • Manage subordinate supervisors who supervise other employees.

  • The position is responsible for the overall direction, coordination, and evaluation of these activities.

  • Supervisory responsibilities are executed in accordance with the organization's policies and applicable laws.

  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Other Skills and Abilities

  • All positions that require access to U.S. Government facilities and systems require U.S. Citizenship, a valid driver’s license, transportation, and auto insurance.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses personal computer, telephones, copiers, printers, and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.
