Project Overview:

Thacker Pass is the largest known lithium resource in the United States. Once complete, the mine and processing facilities will produce more lithium carbonate than any other facility in the United States by far enough to power 1 million electric vehicles per year.

As the EPCM contractor for Lithium Americas, Bechtel is responsible for managing and integrating the efforts of a team contractors engineering and building the facility. We are also managing procurement of about $1 Billion in goods and services.

Earth work began in 2023 and design and procurement of long-lead equipment is underway.

The project is located in the high desert and wide-open spaces of north-central Nevada about 25 miles from the Oregon border, 1 hour northwest of Winnemucca, Nevada and 3 hours northeast of Reno.

Planned with sustainability and the environment in mind, the facility will use its excess process heat to generate electricity and will recycle process water up to seven times. Once the second phase of the project is complete, Thacker Pass will produce more than 16 times the current U.S. output of lithium.

Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. #LI-NP1

Major Responsibilities:

Subcontract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management

  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties

  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract management and other major matters

  • Manages complex contract changes by negotiating with customer personnel and obtaining settlement

  • Represents Bechtel in contractual discussions of moderate complexity

Subcontract Formation

  • Leads preparation of bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met

  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority

  • Reviews and recommends bid selections that require higher approval authority

  • Executes commitments within delegated signing authority

  • Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents

  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Proficiency and experience in the formation and administration of contracts through the various steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back-charge procedures, resolution of claims and disputes, and other such related steps.

  • Experience in developing complex contract types, fee arrangements, terms, and conditions.

  • Knowledge of law, commercial negotiations, accounting, and cost engineering gained through education or experience.

  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.

  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, client, and other services.

  • Experience formulating and administering complex construction industry (sub)contracts. Extensive knowledge and experience in (sub)contract administration required.

  • Experience in supply chain / procurement automation management tools and databases.

  • US Project contracting, and execution experience preferred including Davis Bacon Act and Project Labor Agreement governed work.

  • Mining and metals project experience a plus.

  • Position will support contract formation activities along with contract administration team leadership responsibility until mobilization to the project job site in NV.
