Defense Logistics Agency Procurement Analyst in Whitehall, Ohio

Responsibilities Serves as an expert analyst and advisor to the Procurement Process Owner and other senior level management on procurement policy related issues, plans, reports, and programs, including conducting briefings. Studies current and proposed policies and assesses impact on contracting processes, procedures, systems, and data, as well as on customer and supplier operations. Attends briefings and planning conferences to discuss matters of DoD-wide or DLA-wide significance and participates in planning for anticipated, planned, or approved changes in contracting missions, objectives, concepts, and regulatory guidance. Develops approach for implementing policy changes and coordinates actions with other process and/or operations areas, as needed. Conducts special studies and projects, evaluates, and analyzes results, and reports to senior leadership. Prepares written guidance, correspondence, briefing materials, and Standard Operating Procedures (SOPs). Requirements Conditions of Employment Qualifications To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interpret and implement Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting requirements to analyze and evaluate application of policies, procedures, and processes. Interpret and advise on a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the procurement process. Utilize departmental practices, policies, and procedures of related functional and administrative activities to implement appropriate interface/coordination of agency functions. Interpret procurement process interrelationships, performance critical data, and metrics, to independently analyze the effectiveness of the procurement process. Utilize EBS applications related to the procurement process including system functionality and business capabilities combined. Experience in administering contracts to include monitoring contractor performance; contract negotiations and terminations; contract protests and disputes and executing supplemental agreements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information Position requires DoD Acquisition Contracting, Foundational certification within required timeframes.
