Job Title: Environmental Scientist/ Engineer

Location(s): Westminster, CO

Status: Full-Time

FLSA: Exempt

Hiring Range: $85,000 - $115,000/yr. ( The anticipated starting salary is based on the posted requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI is recruiting for aHydrologists/Hydrogeologist/Environmental Scientist or Engineerwhois responsible for implementation of technical scope involving remedies and treatment systems at the Rocky Flats, CERCLA/RCRA site. The position involves implementation of project and programmatic scope and technical reviews of key Rocky Flats report, all under limited supervision.

This position is required to travel 5-10% of the time.

Essential Duties and Responsibilities:

  • Lead for surface-water monitoring at the Rocky Flats site. Responsible for planning, design, installation, programing, and maintenance of automated monitoring network using field instrumentation, telemetry systems, and diverse flow-control structures to collect defensible environmental data to demonstrate compliance with governmental regulations. Determine data-quality objectives (DQOs) and analyte suites in compliance with regulatory documents.

  • Responsible for environmental data acquisition, compilation, evaluation, reporting, and presentation; includes extensive peer review of analysis and calculations performed by others.

  • Manage retention pond system consisting of three earthen dams with a combined 78MG capacity, including inspection, maintenance, operations, and reporting in compliance with applicable dam safety and water rights regulations.

  • Provide engineering support for design, operation, and maintenance of active groundwater treatment systems.

  • Provide technical support for remedy decision-making and programmatic strategy through meetings and negotiations with LMS, regulators, and local stakeholders.

  • Perform Subject Matter Expert reviews of Rocky Flats Legacy Management Agreement quarterly and annual reports following the guidelines in the Environmental Data Use Policy.

  • Support the Site Lead to manage scope schedule and budget via Earned Value Management System (EVMS) baseline development and monthly financial reporting.

  • Support project implementation via Integrated Work Control Process (IWCP) and Integrated Safety Management System (ISMS).

  • Conduct Management Assessments and support QA with internal and external audits, and address Assessment and Issues Management System (AIMS) issues as needed.

  • Provide timely contribution to Functional organizations for Contract Deliverables as requested.

  • Keep current with all required training.

  • Manage Records in accordance with Information Management requirements.

  • Facilitate support from Geosciences Manager to ensure redundancy of processes (i.e., backup support).

  • Meet with and provide presentations to LM, regulators and stakeholders as needed.

  • Provide technical input for communication with DOE Office of Legacy Management (LM), regulators and stakeholders as needed.

  • Mentor and train junior staff.

  • Other duties as assigned.

Required Education and Years of Relevant Experience:

Bachelor’s Degree in Geology, Hydrology, Environmental Sciences or Engineering with a minimum of 10 years of experience.

Required S kills and Abilities :

  • Technical expertise and experience with site characterization, modeling, reporting and implementation of site remedies, including operation and maintenance of treatment and monitoring systems.

  • Strong math/statistical skills for data evaluation and reporting using databases, spreadsheets, and other software packages. Experience producing technical reports and presenting results to clients, regulators, and the public.

  • “Hands-on” skills with mechanical and electrical systems desired.

  • Proficient with IWCP and ISMS requirements

  • Knowledge and experience to manage small-scale construction, renovation, maintenance, and repairs to treatment and monitoring systems, including subcontractor and vendor technical oversight. Provide support to Project Managers for large-scale construction projects involving site treatment and monitoring systems.

  • Excellent communicator, both verbally and in written form

  • Extensive technical expertise and experience within their area of responsibility.

  • Efficient in Microsoft Office (Word, Excel, and Outlook); proficiency with GIS and programming telemetry systems a plus.

Licenses and Certifications:

  • Valid Driver’s License

Desired Qualification

  • Professional Engineer, Professional Geologists or similar certification.

  • The ideal applicant will have a background in Environmental Sciences and will be familiar with the chemical engineering or a similar engineering background that will allow them to understand the impact that the various systems have on the environment and water at the Rocky Flats site.

Essential Physical Requirements:

Medium: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.
