Phillips 66 Environmental Manager in Westlake, Louisiana

The Environmental Manager is responsible for providing overall leadership and coordination of environmental affairs for the Lake Charles Refinery. Responsibilities include development, implementation, and management of cost-effective strategies and systems. The role will ensure compliance, meet environmental needs of the business, and help ensure the refinery is a welcomed neighbor in the community.

Responsibilities May Include:

  • Strongly reinforce safety-first attitude and culture that no one gets hurt

  • Be a visible leader and role model for regulatory compliance and environmental commitment

  • Lead and provide guidance to direct reports, taking an active role in training and personal development of each

  • Recruit and provide training for new environmental personnel

  • Lead efforts to ensure that environmental compliance gaps are identified and addressed in a timely fashion

  • Provide strong line of sight about how everyday activities can have an impact on our environmental performance

  • Provide strategic leadership for environmental issues and activities that impact LCR, seeking strategies that provide maximum benefit to the company, promote and support company core values, minimize future liability, and differentiate the company from its competitors

  • Ensure proper and adequate supervision for contractors directed by environmental personnel

  • Champion development and integration of sustainable HSE Management Systems

  • Identify differences in systems/approaches, and then drive consistent implementation of best practices

  • Ensure the environmental group provides cost-effective advice and services based on a thorough understanding of laws, regulations, and available technology

  • Track and interpret new and developing regulations

  • Ensure that regulatory reporting obligations are met

  • Drive identification and implementation of better, more efficient and cost-effective ways to meet environmental requirements

  • Provide a conduit to understand environmental processes/systems available outside of the function and look for opportunities for implementation

  • Be an active participant in the P66 HSE leadership teams

  • Create and sustain a supportive partnership relationship between environmental professionals and operating personnel

  • Monitor key leading and trailing environmental performance indicators and initiate appropriate intervention if metrics indicate unacceptable trends

  • Represent the refinery in external affairs related to environmental aspects including discussions with regulatory agencies and other external stakeholders

Required Qualifications:

  • Legally authorized to work in the job posting country

  • Bachelor’s degree

  • 8 or more years of environmental experience

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic

  • Must be willing and able, with or without reasonable accommodation, to comply with the following:

  • Travel up to 5% of the time

  • On-call duties

  • Work extended hours, which may include evenings, weekends, and holidays

  • Transport articles up to 40 pounds

  • Climb ladders and stairs up to 200 feet in height

  • Work around hydrocarbons under high pressure and heat

  • Work outside in harsh weather conditions

  • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

  • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:

  • Bachelor’s degree in Environmental Sciences or related

  • Able to communicate clear direction, strategies, goals and expectations, provides clear feedback in a coaching fashion

  • Able to encourage teams to accomplish results, while driving the company’s core values

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
