Phillips 66 Advanced Process Controls Engineer, Lake Charles Refinery in Westlake, Louisiana

The Advanced Process Controls Engineer provides advanced process control support to refinery operations and projects and promotes process control strategies from basic regulatory control to multivariable control to multi-unit optimization. The APC Engineer is part of the site Process Control Team which is part of the refinery technical organization.

The APC Engineer is an active member of multiple cross-functional teams and acts as an advocate for best practices in the selection, implementation, and development of the process control systems to ensure that safety, regulatory, production, and optimization objectives are achieved. The APC Engineer is also an active member in the local business teams, and the Phillips 66 APC Network. The role is an individual contributor role and works to support a specific business until within the refinery.

Responsibilities May Include:

  • Identify control and optimization opportunities.

  • Lead the development implementation, design and modeling of new as well as maintenance of existing APC applications (Honeywell Profit Suite)

  • Maintain, troubleshoot and support existing advanced controls to maximize performance.

  • Improve refinery process unit operational performance through APC application performance monitoring, tuning and optimization

  • Support adopting and sharing APC and other best practices through internal and external networking

  • Day-to-day support for process control related issues that impact unit operation including working with the unit operator level.

  • Provide site support for APC and regulatory controls during off-hours with call out duties as needed.

  • Identify and develop new control applications by utilizing emerging technologies.

  • Review and manage the documentation of system standards, control procedures, DCS architecture and control schemes.

  • Participate in plant improvement teams as needed.

  • Support Alarm Documentation and Rationalization (ARA) activities as needed.

Required Qualifications:

  • Legally authorized to work in the job posting country

  • Bachelor’s Degree or higher in Chemical or Electrical Engineering

  • Valid driver’s license

  • 5 or more years of experience in a manufacturing/operating plant environment

  • 2 or more years of experience in the field of process automation and multivariable process control

  • Must be able to accurately and clearly communicate both technical and practical information while working in a team environment.

  • Strong commitment to safe work practices

  • Willing and able to work productively in a diverse team-based environment

  • Intermediate proficiency in Microsoft Office applications, specifically Word, Excel and Access

  • Ability and willingness to perform/comply, with or without a reasonable accommodation, with the following:

  • Climb, stand, crawl in confined space entry

  • Available for on-call support 24/7/365

  • Wear refinery-required Personal Protective Equipment (PPE)

  • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).

  • Willing and able to obtain a Transportation Worker Identification Card (TWIC); Information can be found at https://www.tsa.gov/for-industry/twic.

Preferred Qualifications:

  • 5 or more years of experience with Process Control Systems in a refinery and/or chemical industry supporting Honeywell TDC3000 or Experion DCS

  • 5 or more years of implementing, maintaining and developing Honeywell Profit Suite or other advanced model-based control applications

  • Strong written and verbal communication skills

  • Direct experience with unit testing, modeling and commissioning of advanced controls

  • Advanced skills with Honeywell Distributed Control System (DCS) programming, troubleshooting and maintaining controllers. Primarily for TDC3000 and Experion platforms

  • Possess a strong desire to learn, strengthen and build skills, and keep up with process control advances and industry best practices

  • Experience with Machine Learning/AI methodologies and application implementation

  • Experience with Real Time Optimization applications and implementation

  • Experience with Alarm Management and Control Performance Monitoring

  • Professional certification

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
