The Department of Fish and Game (DFG) is the state agency responsible for conservation of the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities, and provides outdoor recreation opportunities to the public. MassWildlife is responsible for the conservation of freshwater fish and wildlife in the Commonwealth, including endangered plants and animals. MassWildlife restores, protects, and manages land for wildlife to thrive and for people to enjoy. Job Opening: The Department of Fish and Game’s Division of Fisheries and Wildlife seeks applicants for the position of MassWildlife Procurement and Contracting Supervisor to perform the following duties: Under the supervision of the MassWildlife Associate Director of Finance and the Fiscal Operations Manager, MassWildlife Procurement and Contracting Supervisors (Accountant V) is responsible for the administration of all aspects of assigned procurement, contracting, and payable functions of the Division of Fisheries and Wildlife. The Procurement Supervisor oversees and coordinates all aspects of the designated areas of responsibilities (ex. hatchery program procurements). The supervisor serves as a lead Strategic Sourcing coordinator for the assigned focus area, tasked with developing and implementing processes that create efficiency across all activities within the procurement cycle to secure the best possible value for a product or service. The position is responsible for coordinating and monitoring the selection, evaluation, and management of vendor partnerships to achieve agency objectives. To procure goods and services, the supervisor utilizes strategic sourcing principles; leverages data analytics; assesses various factors beyond cost and quality, such as risk, reliability, long-term compatibility, and intangible value of partnering with vendors. The main objectives are to streamline and improve the procurement/contracting process, maximize value, improve supplier performance, and minimize risk. Serves as a critical member of the Division’s administrative team, conferring with management staff and others to provide information to MassWildlife staff that assists with navigating administrative procedures while ensuring laws, regulations, policies, and procedures are followed. Primary functions include procurement coordination and vendor management. Additional responsibilities include budget monitoring, record management, administrative support, internal controls, and assisting with the assessment of administrative functions and risk. Coordinates efforts amongst staff, vendors, and other entities. A cover letter and resume must be submitted as part of the application process and attached “as relevant” to the requisition. Responsibilities include: Procurement, Contracting, and Payables: a. Oversees and monitors all aspects of assigned procurement, contracting, and payable functions of MassWildlife. Procurement assignments are defined by the Associate Director and/or the Fiscal Operations Manager. The Procurement Supervisor administers and coordinates all operations of reporting staff. b. Under the general direction and guidance of the Department’s Chief Procurement Officer, utilizes a Strategic Sourcing approach to obtain best value for the Commonwealth and assists staff to conduct strategic sourcing (e.g. conducts need assessments, performs research, identifies team members, develops bid documentation, conducts bid and monitors bid process, monitors/evaluates/awards bid, monitors performance, monitors/processes invoices, resolves conflicts, evaluates performance, identifies areas of improvement for future procurements, and conducts recordkeeping). c. Ensures activities are conducted in compliance with all laws, regulations, policies, and procedures. d. Plans, coordinates, and evaluates activities and the work of reporting staff; assists in the development and implementation of goals, policies, procedures, and best practices for procurement, including contracting activity and related operations. e. Evaluates the work of assigned staff, administers work assignments, and monitors deadlines; meets with staff to identify and resolve problems; counsels employees; and assists employees to address barriers to successfully complete job functions. Conducts Employee Performance Reviews. f. Serves as a technical procurement coordinator for the Division of Fish and Game. Oversees and performs procurement and contracting duties and provides supervision to assigned staff. g. Prepares complex bid specifications and supporting documentation. Reviews specifications prepared by others. h. Utilizes CommBuys, CLM, and MMARS to implement job functions and follows all laws, regulations, policies, and procedures. Provides training and support for all functions. Leads training/implementation efforts as the state transitions to new systems. i. Oversees and monitors all aspects of the contract life cycle, ensuring work is conducted in accordance with agreed-upon terms. j. Oversees and monitors interdepartmental procurement and contracting, including all functions related to the administration of ISAs and chargebacks. k. Reviews procurement, contracting, and payable functions and identifies areas for improvement. Proposes and implements strategies to optimize efficiency. Utilizes data to drive business functions. l. Coordinates with MassWildlife, DFG, and other state entities as appropriate. m. Stays apprised of and educates others about changes relating to laws, regulations, policies, and procedures. n. Stays apprised of best practices in government administration. o. In coordination with the Associate Director, supervises close/open of assigned functions. Implements a system of checks and balances to ensure a smooth transition from one fiscal year to the next. Supervises close/open of reporting staff. p. Routinely conducts data analysis to conduct assessments of assigned procurements, drive business function advancement, and perform effective monitoring and oversight of assigned unit functions. Stays apprised of and utilizes technology to streamline and advance business functions. Reviews procurement and payable functions and identifies area of improvement, proposes strategies to optimize efficiency to management. Participates in the development, testing, monitoring, evaluation, and training of business process enhancements (ex. Centralized Payables). Serves as a project lead for assigned tasks. q. Performs payable functions. Supervises assigned payable functions of reporting staff. Ensures timely and accurate processing of payments in accordance with state policy and procedures. r. Trains and educates staff and vendors. s. Supports an environment of strong ethics and the prevention of fraud, waste, and abuse. t. Cross trains with other staff u. Serves as a valued member of the administrative team. Coordinates efforts with fellow procurement staff, Federal Aid and Compliance, Revenue Coordinator, and other staff to ensure proper procedures are followed, procurements remain within budget, and in compliance with laws and regulations. Vendor Management Administration: a. Supervises the vendor management activities of reporting staff and maintains responsible business relations with vendors, keeps informed of new products and services, market conditions, and current prices. b. Supervises vendor creation and modifications ensuring proper paperwork and processes are followed. c. Supervises and performs routine vendor reviews: Vendor forms are periodically reviewed to ensure the agency can continue to conduct business with current vendors. Activities include updating addresses of current vendors and updating of W-9, Banking and Payment status, Contractor Signatory Authority, Terms and Conditions, and other forms with the Office of the Comptroller. d. Supervises vendor monitoring and evaluation. Performs and assists staff with vendor evaluation efforts and documents and helps to resolve conflicts. Develops and implements evaluation system with staff. e. Helps to expand participation in the Commonwealth’s purchasing programs such as Supplier Diversity Program, SBPP, statewide and department contracts, and more. Monitors SDP performance and conducts reporting following contracting requirements. f. Provides excellent vendor support by assisting vendors to navigate and resolve questions related to procurements, contracting, and payable support. g. Works to resolve conflicts in a professional and appropriate manner. Other Functions: 1. Other Functions: a. Assists the Associate Director with monitoring budget as appropriate. b. Monitors staff encumbrances and payments for MassWildlife. c. Participates in the development and administration of MassWildlife’s budget. d. Ensure staff are utilizing proper accounting codes and remains under budget. e. Monitors assigned appropriations/specialized projects as deemed necessary . f. In coordination with CFO and Federal Aid performs annual review of accounting codes, coordinates with key staff to identify coding that needs to be updated, and follows proper procedures to update codes in MMARS. g. Prepares reports. Prepares budget estimates, oversees and encumbers funds, and monitors expenditures/payments. h. Brings any issues to the attention of key staff. i. Conducts periodic risk assessments and internal audits of assigned functions. Assists in the development and assessment of internal control procedures and annual review of internal controls. j. Participates in state and federal audits, assists in resolutions, , and writes reports. k. Provides applicable training/assistance to MassWildlife staff and its vendors/partners. l. Maintains all records in an organized and accessible manner and in accordance with state Policies and Procedures. m. Audits electronic and paper records, including internal audits to ensure procurement and contracting files are complete and accessible in an electronic format. n. Conducts annual record disposal assessment, identifies records eligible for disposal, and procures and conducts disposals following state procedures and in compliance with record retention law, policy, and procedure. Coordinates with DFG staff following proper record disposal procedures. 2. Assists the Associate Director, Federal Aid and Compliance Manager, Revenue Coordinator, fellow procurement staff, and other staff as necessary. Other duties as assigned. 3. The position will be stationed out of the MassWildlife FHQ located in Westborough, MA. Employee will be required to travel to the Boston office to cross-train with Boston staff until no longer necessary as determined by the Associate Director. Position will be eligible to participate in the hybrid work model consisting of a combination of telework and in-office work where and when operationally feasible. 4. Supervises a team of 1-4 staff and leads efforts with an extended administrative team. The number of reporting staff may be expanded over time. QUALIFICATIONS REQUIRED AT HIRE (List knowledge’s, skills, abilities) 1. Strategic Sourcing, contracting, and vendor management experience. 2. Knowledge of the principles and practices of strategic sourcing and contract management 3. Government procurement experience preferred with a preference to the Commonwealth of Massachusetts procurement experience. 4. Proven ability to develop, implement, monitor, and adapt administrative processes to ensure checks and balances are in place to remain in compliance with laws and regulations. 5. Excellent common sense, judgement, and decision-making skills. Must possess the ability to use sound, practical judgment with the ability to see the big picture, identify gaps, assess risk and benefits, and the motivation to follow through to ensure tasks are completed in an effective and timely manner. 6.
