Job Description

Pay Rate: $101000 to $120000 per year.

Position Purpose:

As the Superintendent Treatment and Supply you ensure continuous supply of potable water. Supervises the safe and efficient operation of production facilities. Manages the workforce, consultants, and contractors to ensure successful production facilities operations in compliance with applicable company policies/procedures, regulations, and laws. The responsibilities of this position include the operation of outlying groundwater sources, boosters, and storage tanks. Serves as a backup to both the Manager Treatment and Supply and the Superintendent Treatment and Supply Lake Deforest/South County when necessary. SWNY services approximately 300,000 people throughout Rockland County and small portions of Orange and Putnam Counties. The system includes over 1,000 miles of mains and 6,000 hydrants. This position requires professionalism and independent judgment, and the ability to manage staff in a union environment. The successful candidate will develop and implement a vision and strategy for the production department in alignment with the corporate and NY Division vision and strategy.

Primary Duties/Responsibilities:

  • Manage company assets and utilize resources efficiently.

  • In coordination with the Planning Department, develop and implement a maintenance strategy and policy for improvements in asset care and condition.

  • Coordinate with Engineering to ensure proper implementation of capital projects.

  • Optimize whole life cost of ownership through timely asset intervention and investment, balancing operating and maintenance expenses with capital investment.

  • Manage UWNY production department operating budget.

  • Manages systems to ensure effective operations during peak demands, low storage levels, or during times of interrupted service.

  • Facilitate communication, proactively share resources, and assist in implementing best practices.

  • Continuously evaluate and improve performance through the use of KPIs.

  • Serve as a change agent within the production area, promoting the need for and benefits of change as it relates to both operating procedures and systems.

  • Lead personnel of production department.

  • Directing workforce to accomplish daily operations, maintenance, and construction activities such as installing, maintaining, repairing and improvements of PLC's, instruments, communications and control systems.

  • Develop, continuously improve, and ensure compliance with Standard Operating Procedures (SOP's) for the production department.

  • Evaluate performance of personnel, as required.

  • Provide personnel training and ensure knowledge transfer.

  • Assist in conducting department safety training programs and assure that subordinates adhere to safety policies and regulations.

  • Ensure compliance with regulatory required customer service level standards.

  • Implement emergency response for repairs on a 24-hour basis.

  • Participate in company community outreach / education programs.

  • Ensure departmental compliance with environmental, safety and other regulatory policies.

  • This is a full-time position with a weekday work schedule. The employee must be available during peak production periods and must be able to work under pressure occasionally

Qualifications

Education/Experience/Background:

  • High School Diploma/GED is required.

  • Minimum 7-10 years related experience in water utility operations

  • Bachelor's degree is desired or equivalent work experience Position Description

Knowledge/Skills/Abilities:

  • Proven interpersonal and problem-solving abilities.

  • Strong communication skills, both written and oral.

  • Knowledgeable with MS Office Suite.

  • Understanding of instrumentation, automation design, maintenance management systems, hydraulics, distribution systems, and Graphic Information Systems (GIS).

  • Must be able to deal effectively with all levels of staff, management, organized labor groups, local and state agencies, local officials, and customers.

  • Knowledge of water utility operations, maintenance and construction practices.

  • Familiarity with regulatory compliance and related safety practices.

  • Ability to negotiate with contractors/vendors.

  • Ability to work on emergency stand-by (Emergency Supervisor).

  • Ability to read and understand engineering plans and specifications.

  • Must be able to read complex reports and engineering drawings; write detailed reports and prepare presentations; analyze complex operational and engineering challenges and resolve same; learn new technological advances in water / wastewater

Required Certification/Licenses/Training:

  • New York State Water Treatment Plant Class IA-IB Operator Certification or ability to obtain within 1-year.

  • New York State 5A Commercial Pesticide Applicator Certification or ability to obtain within a reasonable time period.

Physical Requirements:

  • Must be able to walk on uneven terrain; climb hills and stairs; moderate lifting up to 25 pounds; sit for long periods at a time.

  • Must be able to see clearly and hear warning devices and alarms.

  • Must be able to speak to give direction and converse with other officials.

  • Must be able to smell for dangerous conditions such as sewer gases and chlorine.
