Position Description: County Veterans Service Officer/Director OR Office Manager in absence of a qualified veteran
Status: Full time (35-40 hours weekly) classified service, nonexempt (work hours may be adjusted to meet the demand of the office)
Civil Service Status: Classified service
FLSA Status: nonexempt
Pay: Compensation for this position will be determined by the Veterans Service Commission. Position may be considered hourly or salary, this will be determined by the Veteran Service Commission. (Pay Scale 0-13 years $30.96-47.64) based on experience in this position/time held in position.)

*Supervision exercised: *All Veteran Service Office Employees
*Requirements: *Must be an honorably discharged veteran of the United States Armed Forces (as described in ORC 5901.) if filling the position of CVSO/Director Able to pass a background check; and drug screening. Must be able to obtain a Personal Identity Verification card (PIV) within the first 12 months of employment. Must be able to travel four (4) to six (6) times per year for required training. Associate degree or equivalent experience needed. Familiar with Human Resource management practices. Knowledge of leadership, executive management principles and practices, budget management, and public administration.
Job Responsibilities:
Manages all staff employed by the Veteran Service Commission, ensuring proper office coverage, completion of assigned duties in a professional timely fashion. Verifies accurate completion of time cards. Completes employee position reviews. Provides updated staff information to the Veteran Service Commission regarding performance; recommends disciplinary action and develops internal office management controls. Reviews Service Officer staffs submissions on a monthly bases to verify proper, accurate, timely submission and proper documentation, uploading and comments in veteran office software program. Manages all employees' personnel records.
Serves as Chief Financial Officer of the Department, maintains control of budget and expenditures. Responsible for transferring funds, requesting purchase orders, processing payments and staff payroll based on County Auditor requirements and rules.
Formulates policy and updates/reviews yearly based on law and needs of the office as directed by the Veteran Service Commission ensuring compliance with Ohio Revised Code and ORC 5901. Enforces policy and procedures to ensure safety of employees, clients and the public.
Develops and maintains departmental budget to include balancing budgetary accounts on a monthly basis to ensure spending meets the needs of the veterans and accountability of the citizens in a financially sound manner. Prepares and presents budgetary needs, and budget to Veteran Service Commission for review and approval each year.
Develops and maintains office retention schedule insuring it conforms to state and legal guidelines. Maintains documents related to destruction of records within the office.
Accurately prepares Ohio Department of Veterans Services yearly reports, maintains copies of all reports and documentation submitted.
Maintains current listing of Veteran Service Commissioners and tracks appointment timelines. Maintains records of all appointments. Submits proper documentation to ODVS upon appointment. Acts as advisor to VSC for training points required by ODVS. Serves as liaison between the VSC and the office staff.
Reviews applications for Financial Assistance, investigates and applies office policy for the approval/denial. Presents all applications to the VSC
