Naval Sea Systems Command PROGRAM MANAGER in Washington Navy Yard, District Of Columbia

Summary You will serve as the Principal Assistant Program Manager for the CVN 80 and CVN 81 New Construction Aircraft Carriers in the Gerald R. Ford CVN 78 Class New Construction Aircraft Carrier Program Office in PROGRAM EXECUTIVE OFFICE AIRCRAFT CARRIERS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will serve as the principal trusted adviser to senior leadership in all areas of the organization related to CVN 80/81 construction, unit outsourcing, and Integrated Digital Shipbuilding. You will be responsible for the development and continuity of policies, programs, and operations to maximize efficiency in cost, schedule and performance. You will advise senior leadership on Shipbuilding and Conversion, Navy (SCN) funding phasing, budgeting, and expenditures. You will liaise regularly and serve as the primary interface to the Shipbuilder as well as Participating Acquisition Resource Managers (PARMs) to broker solutions to programmatic and administrative issues. You will provide review and follow-up of organization-directed assignments and assure that organizational goals, objectives, and deadlines are met. You will develop long-range plans in digital shipbuilding and detailed ship construction schedules, and lead material acquisition and management efforts. You will champion program reporting efforts to external stakeholders, including ASN RDA, Congressional Committees, and the highest levels of government. You will provide detailed analysis of the CVN 80/81 program acquisition portfolio to senior leadership and identify alignment opportunities across both external and internal organizations to gain efficiencies within new construction shipbuilding. You will provide contract management and oversight. You will monitor the CVN 80/81 change budget and provide inputs to POM cycles as required. You will establish, evaluate, and maintain a method for determining, prioritizing, and tracking employee workload, schedules, and major assignments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating program/project requirements (e.g. contracting, acquisition planning and management, budget planning, development and execution, project planning and schedules, problem resolution, performance, risk assessments, or strategic planning) for the acquisition, in-service support, or modernization of surface ships.
