Strategic Systems Programs Office PROGRAM MANAGER in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM MANAGER in the CONVENTIONAL PROMPT STRIKE (SPC) of CPS PROGRAM OFFICE. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will provide special technical expertise, program management, and leadership in the complex planning, analysis, and evaluation of all contractor engineering efforts. You will plan and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance. You will lead meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs. You will oversee and approve contractor design and product quality assurance efforts in satisfying contractual requirements for various subsystems, encompassing all life cycle program phases. You will assure that configuration control of the weapons system is in compliance with the approved Configuration Management Plan. You will direct the performance of additional testing, failure analysis, and corrective action. You will manage tasks involving several engineering disciplines in order to provide a valid evaluation of contractor programs and subsequent approval in assigned areas. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical expertise, program management, and leadership to detect impacting issues for life cycle of programs or projects (e.g. technical, schedule, budgets) for a weapon or defense system. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
