Responsibilities You will serve as the Modernization Department Software (SW) Policy and Information Technology (IT) requirements lead for the NAVSEA Enterprise; develops, oversees and implements DON and NAVSEA SW policies and processes You will provide IT cybersecurity management and Risk Management Framework (RMF) oversight. You will provide administrative and programmatic support of the NMP's operations and management. You will oversee and adjudicate cybersecurity management and all RMF steps and processes required to obtain an Authorization-to-Operate (ATO) for Navy systems, specifically Navy Data Environment (NDE). You will lead Working Groups, existing process(es) reviews, and strategic studies; develops metrics; and promulgates new functionalities and interrelated methodologies to Modernization commands. You will develop new methods and approaches for evaluating criteria that serve as the new standard for Navy Modernization Processes. You will develop program policies that may require deviating from traditional guidelines, in order to achieve innovative methods. You will act as the authoritative representative for the command at conferences, briefings, and meetings to inform, adjudicate and persuade senior leadership and working level members to accept cost-effective, streamlined changes and enhancements. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: " managing IT cybersecurity and risk management modernization operations to develop policies or processes to improve the efficiency of software or information technology (IT) agency or organizational programs." Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $185,824. If you're current salary is above this amount, your salary may be matched. This announcement uses the Direct Hire Authority (DHA) for Acquisition Demo Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
