Summary You will serve as a Towed Systems Acquisition Project Analyst, duty station Washington Navy Yard (PMS401) in Code 0CA2, NAVSEA PEO SUPPORT branch of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. Responsibilities You will serve as the Towed Systems Acquisition Project Analyst for NUWC Code 0CA2 NAVSEA PEO Support Branch, primarily serving as an analyst and advisor to the PMS401 office. You will execute program management duties such as, evaluating CDRLs, attending program reviews, providing performance assessments, reports, and recommendations to the acquisition team in supporting program outcomes and objectives. You will deal with program challenges with the prime integrator that need to be resolved. This could be material or supply issues or ensuring scope of work gets into the contract. You will address schedule challenges and working with industry partners on improvements and meeting key milestones. You will coordinate with financial, logistics, and engineering team for program alignment to deliver outboard (towed sensor) system outcomes. You will Identify and develop data to assist management in the direction of its programs. You will develop management and/or program evaluation plans, procedures, and methodology. You will also be responsible for providing contract administration support, with an emphasis on analyzing and evaluating requirements/processes and ensuring that PMO goals are met. You will serve as an Assistant Contracting Officer’s Representative (ACOR) performing analytical/evaluative and contract administration duties on high dollar value, complex, cost-type services contracts. You will perform monthly analysis to identify actual contract expenditures against technical budget plans, identifying areas of concern and interfacing with contractor for resolution of any issues. You will evaluate contractor performance to ensure efforts comply with the Statement of Work (SOW), Technical Instructions (TIs) and the documented program requirements. You will write and coordinate inputs for Contractor Performance Assessment Reports (CPARS). You will perform duties as a Contracting Officer's Representative (COR) as appointed and in accordance with NAVSEA's Contracting Officer's Representative Instruction. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or advising on the effectiveness of acquisitions and procurement or purchasing contracts in order to support submarine towed systems throughout their lifecycle.
