Summary This position is located at Departmental Offices,Management CFO - Management and Budget. As a/an TRAVEL SPECIALIST, you will will have the responsibility for assuring that all travel documents are prepared in accordance with Departmental and Federal travel policies, regulations, and procedures, and advises all office travelers and staff on them. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Advise and provide recommendations to high-level officials regarding travel regulations as they prepare for travel to domestic or international localities with high profile political implications. Coordinate with the travel card program A/OPC to ensure proper use of the accounts, in accordance with the FTR. Maintain the travel automated system for employees, including providing users access to create or edit authorization documents or voucher documents, and updates user files to reflect user setup edits. Develop and implement operational standards, guidance, and practices that govern domestic and international travel. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. All new hires will be required to comply with federal ethics laws. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12, specialized experience is defined as one year of experience at the GS-11 grade level or equivalent in either public or private sectors, that includes the following: Preparing travel authorizations and vouchers and advising office travelers of policies, regulations and relocation procedures; AND Resolving technical and functional problems in travel automated systems while serving as a liaison between users and operations staff; AND Preparing duty orders domestically and internationally including obtaining diplomatic passports/visas. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Specialized experience includes: Experience advising on and applying travel regulations and policies to domestic and international duty travel; AND Advising travelers on the completion of travel authorizations, vouchers and/or other expense reimbursement procedures; AND Participation in the maintenance of a travel system to include providing user access, identifying issues and making recommendations for resolution. OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Experience advising employees on procedures for completing travel authorizations, vouchers, expense reimbursements or similar documents; AND Experience maintaining clear and concise records regarding travel corresponding with travelers to complete documentation; AND Providing user assistance on automated travel systems, issuing access and editing documents. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
