Environmental Protection Agency Supervisory Criminal Investigator (Special Agent in Charge) in Washington, District Of Columbia

Summary The EPA Office of Inspector General (OIG) is an independent office within the EPA that helps the agency protect the environment in a more efficient & cost effective manner. We perform audits, evaluations, & investigations of the EPA to promote economy, efficiency, and to prevent and detect fraud, waste and abuse. We strive to provide solutions to problems that ultimately result in making America a cleaner and healthier place. Responsibilities This position is located in the Headquarters of EPA OIG Office of Investigations. The Office investigates allegations of fraud, waste, abuse and misconduct that impact EPA programs and operations. The Special Agent in Charge of Headquarters Operations supports the investigative mission by managing a diverse set of programs including recruitment, selection and retention, training, use of force, procurement, compliance and reporting, evidence, and financial analysis. Responsibilities The ideal candidate will perform the following duties: Plans, directs, organizes, and conducts complex professional operational support programs to include recruitment, selection and retention; training; use of force; procurement; compliance and reporting; evidence; and financial analysis; Develops recommendations for systems, procedures, policies and programmatic improvements in law enforcement support operations and programs; Plans, directs, organizes, and oversee operations and investigations regarding criminal and civil law, and administrative regulations; Conducts long-range program planning involving investigative priorities and schedules and other related activities impacting the programs and operations of the EPA; and Prepares written communications to senior OIG management personnel, requiring procedural and investigative expertise including detailed knowledge of investigative, operational, and administrative policies and procedures. Law Enforcement Officer (LEO): This position is covered by the special retirement provisions for Law Enforcement Officer (LEO). Candidates without previous LEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This age restriction does not apply to those who have previously served in a Federal civilian (not military) law enforcement position covered by Title 5 U.S.C. Section 8336 (c) provisions and preference eligible veterans. This position is covered by Law Enforcement Availability Pay (LEAP). An additional compensation rate of 25% (subject to statutory limitations) will be added to the locality salary. This position is designated as a “Secondary Position” pursuant to 5 CFR 842.802. Secondary position means a position that: (a) Is clearly in the law enforcement or firefighting field; (b) Is in an organization having a law enforcement or firefighting mission; and (c) Is either - (1) Supervisory; that is, a position whose primary duties are as a first-level supervisor or law enforcement officers or firefighters in rigorous positions; or (2) Administrative; that is, an executive, managerial, technical, semiprofessional, or professional position for which experience in a rigorous law enforcement or firefighting position, or equivalent experience outside the Federal Government, is a mandatory prerequisite. Requirements Conditions of Employment Pre-employment drug testing is required and random testing thereafter. You must be a U.S. citizen. Pre-employment physical is required and periodic physicals thereafter. Background Investigation Required Criminal Investigators - Special Provisions Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties. Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position. Law Enforcement Training: You must have successfully completed and passed Federal Law Enforcement Training Center's Criminal Investigator training program (CITP), OR an equivalent and recognized federal law enforcement training program. You must carry and regularly qualify with an agency issued firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime. Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency. You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle. You will be required to obtain and maintain a top-secret security clearance. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement Qualifications To qualify for the GS-15 grade level - All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: 1) Planning, organizing, and directing headquarters operations programs; 2) Demonstrated program management expertise in use of force, firearms, defensive tactics, health and wellness, equipment inventory, training (internal and external); and 3) Management of training records and professional certifications. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
