Office of the Assistant Secretary for Administration and Management Senior Executive Service Candidate Development Program in Washington, District Of Columbia

Summary The Department of Labor invites qualified individuals to apply to its prestigious Senior Executive Service Candidate Development Program (SESCDP). The SESCDP is focused on helping candidates develop their leadership skills and executive core qualifications. Qualified individuals are those who have demonstrated through their performance and experience the potential to assume executive-level positions within the Federal Government. All qualified applicants are encouraged to apply. Responsibilities The SESCDP is designed to provide a series of developmental experiences which include formal courses and seminars, developmental work assignments, and individual mentoring from current SES members. Participation in this year-long SESCDP will require approximately 6 months away from the candidate's position of record for formal SESCDP activities, this time includes: a 120-day developmental assignment, in-person training sessions, and additional virtual training days. Selected candidates' home organization will be responsible for any travel expenses related to training sessions and travel for the developmental assignment. In addition, tuition costs are the responsibility of the candidate's organization. Key Program Features: A 12-month program, requiring extensive time away from the position of record An Executive Development Plan Program orientation Formal mentoring program with assigned mentors A developmental assignment of at least 120 days, outside the participant's organization At least 80 hours of executive education; training will be a combination of in person and virtual sessions Leadership focused site visits Upon completion of the SESCDP and approval by the Executive Resources Board (ERB), the candidate's Executive Core Qualifications (ECQs) will be reviewed by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) for certification. QRB certification allows for non-competitive placement into SES positions. NOTE: Participation in the program does not guarantee placement in a SES position. In-Person and Virtual Training: The SESCDP is designed to provide a series of developmental experiences for high potential individuals to prepare them to serve in SES positions. These developmental experiences include formal training and seminars, a four-month assignment outside of the participant's home organization/bureau, core learning sessions that focus on the competencies for successful SES-level performance and working with an executive mentor. All program selectees will be placed on a tailored Executive Development Plan that will guide program development experiences. The SESCDP is a rigorous program, and the curriculum must be completed while balancing current day-to-day job assignments. Requirements Conditions of Employment Must be a U.S. citizen. One year of experience at the GS-14 level or above is required. All required documents must be received by 11:59 p.m. EDT on the closing date of this announcement. Qualifications The Senior Executive Service Candidate Development Program (SESCDP) requires that all qualified individuals within the civil service have at least one full year of experience at the GS-14 level or above (REQUIRED) and have demonstrated exceptional executive leadership potential. Qualifying experience includes planning, assigning, and evaluating the work of subordinate employees; team lead and/or project management responsibilities. Note: Your resume must explicitly demonstrate one full year of experience at the GS-14 or higher level. All qualified candidates must demonstrate executive leadership potential. Applicants must demonstrate a level of competence and potential sufficient to lead, direct, and evaluate programs and activities related to accomplishing a major program's mission. This experience must demonstrate an applied knowledge of management principles, developments, trends, and generally accepted practices and techniques utilized in effective program planning and problem solving. The applicant should also demonstrate competence in executing the business functions necessary to support an organization, including those related to resource allocation, budget and finance, human capital management, organization development, contracting and information technology. Candidates must demonstrate competence and potential for executive development in the five SES Executive Core Qualifications (ECQs), which are the leadership criteria defined by OPM to certify candidates for SES positions. All candidates must submit narrative responses to the ECQs. In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQs must not exceed 10 pages. Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the Office of Personnel Management's Guide to Senior Executive Qualifications. 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and implement it in a continuously changing environment. 2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
