Noblis Senior Action Officer - Strategic Initiatives in Washington, District Of Columbia

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS).

As a member of the MCS Front Office team, this position will provide strategic and action offer support to MCS leadership to coordinate, manage, and execute strategic initiatives across MCS and S&T. The position is expected to regularly engage with federal and contractor staff at both working and leadership levels, to include senior executive leadership. It will offer opportunities to contribute to the vision and direction of strategic initiatives and develop processes and procedures to allow for effective and efficient management and execution of each initiative. This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract.

Responsibilities may include, but are not limited to:

  • Coordinate and facilitate in-person and virtual meetings and small-scale workshops related to strategic programs and activities.

  • Develop and maintain tracking tools to track activities and deadlines across multiple strategic initiatives both within MCS and across other S&T offices and programs.

  • Develop and maintain policies and procedures to guide the management and execution of each initiative.

  • Engage with federal and contractor staff across S&T offices to ensure accurate and efficient completion of activities related to specific strategic initiatives.

  • Provide recommendations to MCS leadership regarding the structure of activities and information needed to achieve planning and execution goals of strategic initiatives.

  • Develop timelines in close coordination with MCS leadership and staff from other S&T offices to facilitate completion of strategic activities within timeframes outlined by senior S&T leadership.

  • Provide regular updates to MCS leadership and respective stakeholders for each strategic initiative to ensure a common understanding of progress, deadlines, and next steps. Updates will be both written and verbal and may be formal (i.e., structured email, scheduled status briefing/meeting, etc.) or informal (i.e., ad hoc Teams messages, quick status updates, etc.).

  • Create formal taskers in coordination with MCS Front Office tasker leads and/or the S&T Executive Secretary as required to communicate information and ensure completion of individual tasks for each strategic initiative.

  • Travel for this position will generally be local in the National Capital Region (NCR), typically consisting of meetings at DHS S&T, DHS HQ, and DHS Operational Component sites (i.e., CBP, USCG, TSA, etc.). Travel outside of the NCR is not anticipated to exceed 10%.

Required Qualifications

  • Advanced degree (i.e., Ph.D., MA/MS, etc.) and 5+ years of relevant experience or BA/BS and 10+ years of relevant experience.

  • Demonstrated Action Officer/project management experience with an emphasis on coordinating and tracking multiple work streams simultaneously.

  • Eligibility to receive a TOP SECRET clearance.

  • Eligibility to obtain DHS Fitness/Suitability.

Desired Qualifications

  • Demonstrated experience with organizational operations at the office/division, program, or project level.

  • Demonstrated experience managing and coordinating across multiple levels of staff seniority with an ability to understand interaction expectations and ensure completion of activities within timelines outlined by senior leadership.

  • Demonstrated experience leading tasks and projects from inception to completion.

  • Demonstrated experience developing tools, policies, procedures, and related artifacts to improve operational efficiencies.

  • Demonstrated experience interacting with diverse sets of stakeholders across multiple programs, offices, organizations, and role types.

  • Demonstrated strategic planning and execution experience to include familiarity with common tools and techniques including logic models and ideation activities.

  • Demonstrated experience coordinating and facilitating multiple virtual and in-person meeting types including, but not limited to, leadership meetings, small workshops, and small working team activities.

  • Demonstrated experience developing senior level communications including, but not limited to, power-point presentations, talking points, quad charts, and memos.

  • Strong interpersonal skills to establish effective working relationships across a diverse set of stakeholders including federal program managers and leadership, subject matter experts, operational end users, and contractor colleagues.

  • Experience and proficiency working with MS Office (Word, Project, Excel, and PowerPoint) and collaboration sites (MS SharePoint and Teams).

  • Experience with Smartsheet or other similar collaboration/work management tools.

  • Excellent oral and written communication skills as well as organizational skills.

  • Demonstrated experience leveraging tools and techniques to track and coordinate multiple activities and work streams simultaneously.

  • Flexibility/adaptability to work in a fast-paced environment as well as creativity to propose new ideas to develop new activities, methods, policies, and procedures that enhance efficiency, effectiveness, and impact.

  • Demonstrated experience providing consistent and clear communication with all levels of the government, including SES-level and political appointee leadership.

  • Active TOP SECRET Clearance.

  • Active DHS Fitness/Suitability.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $90,300.00 - USD $141,075.00 /Yr.
