Office of the Secretary Program Analyst in Washington, District Of Columbia

Summary This vacancy is for a Program Analyst in the Office of the Secretary within the Department of Commerce. Responsibilities As a Program Analyst, you will: Perform analysis, conduct evaluations, and advise management on program and operations effectiveness or on management efficiency and productivity. Provide management advisory and personnel operations services to an assigned program area on all personnel management issues pertaining to personnel staffing, position classification, and employee relations, including working with management to develop plans to meet personnel needs, resolving complex personnel problems, and meeting with employees or their representatives to give advice and counsel on personnel actions. Perform personal property management activities including ensuring the integrity of the data contained in the Personal Property Management System in compliance with the Chief Financial Officer Act. Performs real property management activities by administering policies & procedures. Manage or perform the acquisition processes involved in the procurement of supplies, services, construction, ADP, and research and development, using formal advertising, negotiation, evaluation of contract price proposals, contract administration, or termination and close out of contracts; develops acquisition strategy and plans procurements. Serve as the policy and planning authority and the expert advisor to top managers and outside officials on a management function or major extramural program for a bureau or major line component; develop, recommend, and implement policies that lead directly to the accomplishment of major programs; or serve as the principal administrative advisor to the head of a major line component with operational responsibilities for budget, procurement, personnel, and/or other administrative functions. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-IV is equivalent to the GS-13/14 grade levels. To qualify at the ZA-IV level: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-III or GS-12 in the Federal service. Specialized experience is defined as experience: Advising senior management on administrative operations to a major program Maintaining and managing resources within an organization that include acquisition, storage, and distribution of equipment or materials Performing human resources services to include initiating, tracking, and completing human resources cases or actions and providing guidance and advice Procuring office supplies and equipment, monitoring expenditures, and reviewing purchase card statements for accuracy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no positive education requirement for this position.
