National Highway Traffic Safety Administration Program Analyst in Washington, District Of Columbia

Summary The individual in this position will support the Office of Communications and Consumer Information with budget planning and execution, focusing on supporting the Contracting Officer’s Representative’s pre-award activities, reviewing pre-award procurement packages for completeness, procurement tracking, and analyzing financial reports. Responsibilities As a Program Analyst, you will: Work with Contracting Officer’s Representatives on pre-award activities to ensure that all required forms are included in the procurement request package, as identified on the latest version of the Office of Acquisition Management PR Checklist. Work with Contracting Officer’s Representatives on post-award activities to track expenditures, support development of necessary award modifications, and provide advice on the activity execution. Work with contract specialists to track the status of requisitions. Review budget execution plans and compare those plans with current annual spending. Provide and review financial reports from the financial system of record. Serve on panels, work groups, and participate in other meetings. Works simultaneously on multiple projects while setting priorities to meet changing deadlines. The ideal candidate for this position is responsible for a wide range of program analytical support, including acquisition management, budget formulation and tracking, financial, personnel, and other duties to support the Office of the Associate Administrator, Office of Communications and Consumer Information (OCCI). The ideal candidate is driven, reliable, adaptable, and able to provide consistently excellent, effective customer service in a timely manner while maintaining a high level of quality and productivity in a deadline-driven, fast-paced environment. Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience in providing procurement and contracting administrative support in assisting the development several procurement-related projects, including budgeting and financial components; experience in developing for long-range procurement implementation and administration plans; experience providing administrative support such as inputting requisition in a contract award system such as PRISM and producing financial reports from a financial system of record such as Delphi. Experience in developing and executing budget plans and critically analyzing procurement packages. Experience managing and leading multiple projects and priorities, such as gathering data from multiple sources, performing analysis from various datasets; using electronic software to create reports, dashboards, and/or visualizations (e.g., Delphi, Prism, Splash BI, Power Apps, and Excel) To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of procurement development, budget planning and tracking, and project management. Knowledge using contract writing software based on commitment accounting and interfaces with financial systems. Ability to communicate both orally and in writing with managers, peers, and customers at all levels.
