Office of Field Policy and Management Program Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Housing and Urban Development, Office of Field Policy and Management. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. You will: - Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. The work consists of diverse projects on housing and community development, resources, and issues that require in-depth analysis of interrelated issues regarding the effectiveness, efficiency, productivity of substantive management, housing, community development functions, and economic development programs; both within HUD and across Agencies. - Research, analyze, evaluate, and reports on system-generated data, narrative information, and statistical data, proposes solutions, and develops input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like. Uses modern data tools to clean, manipulate, interpret, analyze and visualize organizational data. - Research, analyzes and evaluate policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues. The work assigned is normally among the most complex received in the Regional or Field Office. - Develop and maintain constructive relations with local congressional offices and local elected officials. Coordinates and arranges, as directed by the RA/DRA/FOD, briefings for these officials on HUD programs and activities. Proactively maintains liaison with appropriate regional or headquarters officials to identify emerging issues and provide verbal and written responses to congressional inquiries. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13: You must have one year of experience at the GS-12 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is: - Using computer software, applications, and social media to research, and prepare qualitative and quantitative analysis of practices and proposals, including recommendations for further action (e.g., to gain acceptance and implementation, and/or brief executive leadership); AND - Implementing community-based housing, education or service programs (e.g., community-based engagements, conduct projects on housing and community development); AND -Establishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies (e.g., government and advocacy groups) For the GS-12: You must have one year of experience at the GS-11 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is: - Using computer software, applications, and social media to research, and prepare qualitative and quantitative analysis of practices and proposals (e.g., to brief executive leadership); AND - Working with a variety of community-based housing, education or service programs (e.g., community-based engagements, participate in projects on housing and community development); AND - Establishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies (e.g., government and advocacy groups) For the GS-11: You must have one year of experience at the GS-9 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is: - Using computer software, applications, and social media to research, and prepare data driven analysis of practices and proposals (e.g., evaluation of system-generated data, scenario planning); AND - Working with a variety of community-based housing, education or service programs (e.g., community-based engagements, participate in projects on housing and community development); AND - Establishing and maintaining working relationships with partner organizations (e.g., government and advocacy groups) OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
