Canvas, Inc. Program Analyst (DoD Laboratories Office) in Washington, District Of Columbia

We are currently looking for aProgram Analystto share their knowledge and expertise with our government customer in theDepartment of Defense (DoD) Laboratoriesin support of the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(RandE)).

Individual must be able to successfully execute the following tasks for the Laboratories Office:

  • Identify and analyze business models for the DoD in-house laboratories for improvements in productivity of the Department-wide research and engineering enterprise;
  • Identify the DoD core technical competencies (CTC) and assess the support of the CTCs by the DoD's laboratories;
  • Survey recognized world class laboratories within industry, academia, and other government agencies to develop recommendations for improvements within the existing defense laboratory system;
  • Support the development of a strategy to sustain a world class laboratory system;
  • Identify required critical facilities, equipment, and infrastructure for in-house laboratories;
  • Improve linkage between the Defense Laboratory Enterprise, warfighter, technology program management, and the DoD budget process by continuation of the Unified Research and Engineering Database (URED);
  • In partnership with the DTIC, support the URED, and provide assistance to the DoD Components in complying with the OASD(RandE) data calls and requirements;
  • Support strategy to expand rapid fielding capabilities of the DoD laboratories;
  • Support engagement on SandT Executive Committee and associated SandT Deputies Council;
  • Assist to improve Strategy to use Service laboratories to leverage private sector innovation and concurrently develop new business models for the Technology Transfer process;
  • Build a long term strategic plan for Lab Military Construction and recapitalization;
  • Support drafting charters and engaging on established and planned Laboratory Quality Enhancement Panel subgroups;
  • Update the biennial DoD laboratory demographics report;
  • Keep an updated register of the DoD Laboratory Enterprise;
  • Prepare Congressional reports as directed from the annual National Defense Authorization Act;
  • Update DoD instructions and directives as required by OUSD(ATandL);
  • Gather data in support of the development of Congressional Reports.

Required Skills, Experience and Education:

  • Five (5) years' recent and relevant experience.
  • Work experience in positions requiring exceptional oral and written communication skills, and above- average skills in MS Word, PowerPoint, and Excel applications.
  • Master's Degree in science, technology, engineering, mathematics, or relevant field is preferred.Degree requirement waived in lieu of significant recent and relevant work experience: minimum of five (5) years' active duty military or minimum of ten (10) years' experience.
  • Active Top Secret with SCI Clearance

Desired Skills, Experience and Education:

  • Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise.
  • Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client, and often within very short deadlines.
