Immediate Office of the Assistant Secretary for Human Resources and Administration Principal Deputy Assistant Secretary in Washington, District Of Columbia

Summary The Principal Deputy Assistant Secretary, Human Resources and Administration/Operations, Security, and Preparedness (HRA/OSP), works for the Assistant Secretary, HRA/OSP. (ASHRA/OSP). The incumbent serves as the senior advisor to the ASHRA/OSP and other key officials in the VA on all aspects of the HRA/OSP portfolio. Incumbent works in an office environment in Washington DC with some travel involved as a component of the organization is in Little Rock, Arkansas. Responsibilities Advises the Assistant Secretary for HRA/OSP to determine priorities, establish organizational goals and objectives, and implement HRA/OSP initiatives. Represents and acts on behalf of the Assistant Secretary, and commits HRA/OSP to courses of action while collaborating with heads of VA Administrations and other Staff Offices to negotiate, decide on, and/or coordinate work-related issues. Carries out strategic planning, quality improvement, and program evaluations for HRA/OSP initiatives and programs and interprets or adapts established policies and practices to meet the needs of a particular set of circumstances. Determines and allocates resources necessary to manage HRA/OSP and ensures required oversight mechanisms are in place. Oversees budget operations, program reviews, data and analytics and staffing assessments/models and determines the need for and oversees conduct of special studies of broad, complex, and sensitive issues for HRA/OSP. Advises on the design of organizational structures to ensure efficiency and effectiveness, and to address impacts associated with legislative and regulatory changes, technological changes, and management requirements. Requirements Conditions of Employment Qualifications To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following specific TQ(s). Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system. TQ1: Demonstrated expert knowledge and work experience in strategy development, change management, program evaluation, program execution, and policy development and oversight in large, complex organizations. TQ2: Demonstrated expert knowledge and ability to lead day-to-day operations of a large, complex organization including experience in interpreting and applying Federal laws, rules and regulations, and experience in programming and executing a multi-million-dollar budget.
