Amentum is hiring a Planner in anticipation of an award. This position plays a critical role in ensuring the timely procurement of high-quality materials and health commodities in compliance with USAID regulations and project requirements. This position is a US-based, remote position.

Job Summary:

Under direction of the Lead Planner, the Planner is responsible for supporting commodity forecasting and supply planning. Coordinating with USAID/DC, USAID Mission, TA contractor, and other stakeholders, the Planner will ensure a clear understanding of historical demand, country supply plans, and develop supply plans that successfully meet future orders to include supply plans for ordering via supplier production or Vendor Managed Inventory (VMI).

This position requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems in a timely manner which are compliant to internal policies and procedures as well as government procurement regulations.

Job Duties:

  • Coordinates and collaborates with USAID, USAID Mission, TA or ICL contractor, and partner nation staff to ensure a common understanding of demand correlated to manufacturing cycles, lead times, and storage capacity to assist in setting stock levels, reordering points, and shelf-life targets for Vendor Managed Inventory (VMI).

  • Collaborates regularly and closely with suppliers to understand production schedules and market dynamics to update forecasts as necessary.

  • Collaborate internally with the strategic sourcing team to identify forecasting needs for malaria as well as family planning and maternity child health commodities, considering project timelines, budget constraints, and program requirements.

  • With the Lead Planner, finalizes health commodity forecasting based on country supply plans, ensuring that forecasts and supply plans consider manufacturing cycles, as well as other relevant lead times.

  • Pushes forecasts and other demand signals to suppliers, once these are contracted. Ensures their production schedules are adequate to fill future orders based on demand.

  • Collaborating with Procurement and Logistics team, ensures adequate Global Stock Center (GSC) or Vendor Managed Inventory (VMI) inventory is on hand to fill future orders based on demand.

  • With the lead planner, responsible for proactively communicating with countries to validate supply plans (i.e. future incoming orders) from countries.

  • With the lead planner, responsible for analyzing commodity demand and continuously identifying those items that are targets for holding in inventory

  • With the lead planner, responsible for setting min/max inventory levels by item and for placing inventory replenishment orders to ensure stock is held at proper levels.

  • With the lead planner, participate in the Family Planning Consensus Planning Group led by the Reproductive Health Supplies Coalition.

  • Perform other related duties as required.

Qualifications:

  • Bachelor’s degree in supply chain management, data science, contracting, business, management, international development, public health, or other relevant discipline. Equivalent experience may be accepted in lieu of a degree.

  • 3 years of experience in supply chain planning, including demand forecasting, inventory strategy, inventory batch management, distribution planning, and return material authorization.

  • 5 years of experience in procurement, supply chain, and/or technically relevant work experience.

  • Working knowledge with FAR, AIDAR and other quality requirements for the procurement of malaria as well as family planning and maternal child health commodities.

  • Direct working experience in using business intelligence and analytics tools such as Power BI, Tableau, Python, R, or similar software, plus warehouse management and order processing systems.

  • Experience with forecast and planning of malaria as well as family planning and maternity child health commodities, or pharmaceuticals is an asset.

  • Ability to work effectively in a multicultural environment and manage multiple priorities simultaneously.

  • Ability to plan, organize, prioritize, and perform multiple tasks to execute job functions in an orderly, efficient manner.

  • Ability to read, comprehend, and interpret written materials in English of moderate to high complexity.

  • Ability to compose written materials of moderate to high complexity on procurement-related issues in English.

  • Strong negotiation, contract management, and analytical skills.

  • Must act with integrity at all times when representing the Company.

  • Must be proficient in basic office software applications (such as Word, Excel, Outlook, and Internet Explorer).

  • Must exercise good judgment in safeguarding confidential or sensitive information and adhere to high standards of confidentiality and honesty.

  • Ability to travel locally, regionally, and globally to attend key partner meetings, conferences and other meetings as required.
