Federal Communications Commission Personnel Security Specialist in Washington, District Of Columbia

Summary This position is located in the Federal Communications Commission (FCC), Office of the Managing Director (OMD), Administrative Operations (AO), Security Operations Center (SOC) in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities As a Personnel Security Specialist, the incumbent monitors and administers the following FCC agency-wide security programs: Personnel Security/Classification Management, Information Security program and training, Physical/Operations Security, and Automated Security Systems Technology. He/she coordinates the implementation of broad overall policies and procedures pertaining to FCC security programs. In addition, the incumbent is responsible for providing support with the administration of Trusted Workforce (TW) 2.0 and the Insider Threat program. Coordinates, interprets, and reviews directives issued by security officer and/or higher authority and insures uniformity in policies throughout the various programs at the FCC. Revises plans, policies and procedures, as required, for overall consistency with security regulations, concepts, principles and practices, reviews, and responds to inspection reports. Implements national level guidance in standards, guidelines, or policies for major security programs. Serves as FCC's security specialist on personnel security clearances, access to classified materials, special access programs, and requests for sensitive compartmented information (SCl) access. He/she assists in determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions including making security clearance determinations for employees or other persons for access to sensitive information, resources, material or work sites. Disseminates current security practices information, schedules training sessions (at the direction of the Security Officer) and maintains current files on background investigations. Utilizes the contractor personnel security investigative database. Completes and updates the security investigative forms. Reviews security forms for accuracy, completeness, and forwards forms to the Defense Counterintelligence Security Agency (DCSA) for investigative processing. Performs the administrative functions and schedules FCC Sensitive Compartmented Information (SCI) briefings for FCC employees and contractors as required. Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. Specialized Experience GS-12 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience performing background investigations to identify and resolve suitability and/or security issues; 2. Experience analyzing information in investigative reports to determine disqualifying issues before a security clearance is granted; and 3. Experience preparing adjudicative recommendations. GS-13 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience performing background investigations to identify and resolve suitability and/or security issues; 2. Experience analyzing information in investigative reports to determine disqualifying issues before a security clearance is granted; and 3. Experience preparing adjudicative recommendations. 4. Experience working closely with personnel security leadership to direct, plan, formulate, develop, coordinate and implement personnel security programs. 5. Experience providing authoritative advice and assistance to personnel security clearance leadership on security policies and procedures. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Knowledge of personnel security principles, concepts, practices, and regulations. Ability to use automated security systems. Ability to communicate security requirements both orally and in writing. Ability to provide personnel security advice to personnel security leadership. Ability to resolve a variety of difficult and unusual security problems, questions, or situations.
