Merit Systems Protection Board Performance Improvement Officer in Washington, District Of Columbia

Summary This position reports to the Merit System Protection Board's (MSPB) Office of the Chairman. The Performance Improvement Officer (PIO) leads agency-wide strategic planning, performance data management and reporting, and efforts to support continuous organizational improvement and achievement. These activities help MSPB more effectively achieve its mission to protect the merit system principles and promote an effective Federal workforce free of prohibited personnel practices. Responsibilities Major Duties: At MSPB, you will contribute to the agency's mission and vision of promoting the development of a highly qualified, diverse Federal workforce that is fairly and effectively managed, providing excellent service to the American people. The PIO is part of the agency's leadership team. In this role, you will lead a portfolio of strategic planning, performance measurement, evaluation, and annual reporting projects supporting MSPB's internal agency objective to ensure a highly qualified, diverse, inclusive, and engaged workforce with the competencies to perform MSPB's mission and support functions successfully. You will also serve as a bridge to the broader performance improvement and evaluation communities, keeping abreast of evolving issues and methods and their application to organizational goals and measures. You must be exceptional at communicating information verbally and in writing in a brief, clear, and organized manner that is appropriate for the intended audience. Key responsibilities include: Serve as a technical expert on performance measurement and strategic planning. Proactively manage a portfolio of cyclical projects according to established deadlines. Develop objectives, plans of action, and timelines to meet target deadlines. Initiate, plan, execute, and disseminate information relevant to MSPB's workforce and organizational performance. Develop and disseminate information on organizational performance to diverse internal and external audiences. Provide technical advice to peers within and outside of the organization. Engage with related communities of subject matter experts and other interested parties within and outside the Federal Government. Develop and maintain organizational performance databases. Develop and maintain quality control processes to ensure data accuracy, availability. Assess the validity and reliability of data used in analysis. Prepare documentation of methodologies and results. Retrieve data from one or more data sources and integrate administrative and survey data. Adhere to records, Privacy Act, and MSPB requirements to protect sensitive information. Assess and recognize own strengths and weaknesses and pursue self-development. Foster an inclusive workplace where diversity and individual differences are valued. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Working/coordinating with multiple stakeholders and agency leadership to obtain input and information for creating and recommending agency performance goals, objectives, strategic initiatives, plans, and programs directed at driving and improving agency performance. Using a variety of tools, techniques, and resources, to gather, study, and analyze agency wide data and information for use in evidence-based decision making across the agency. Organizing data and information into reports, charts, dashboards, presentations, etc. for display and sharing on various platforms to communicate agency goals, strategic direction, progress, and challenges. Identifying new strategies, policies, and courses of action to recommend to agency leadership that will help to achieve the agency's mission and goals. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Demonstrated experience in developing and implementing organizational strategic and performance planning, measurement, and reporting systems, analytical and evaluation techniques, review processes, and implementation of the Government Performance and Results Act Modernization Act (GPRAMA) and Office of Management and Budget Circular A-11 requirements. Demonstrated experience partnering with diverse individuals, groups, and stakeholders to achieve continuous improvement and achieve mutually agreeable and achievable solutions to complex, contentious issues. Please Note: There is no education substitution at either grade. Desirable Qualifications: Expertise in strategic planning and organizational performance management and improvement. Experience providing technical advice to senior management. Communication - Shares information verbally and in writing in a brief, clear, and organized manner that is appropriate for the intended audience. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources. Problem Solving - Identifies problems; determines accuracy and relevance of information; and uses sound judgment to generate and evaluate alternatives and to make recommendations. Experience measuring customer satisfaction. Expertise in program evaluation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
