National Nuclear Security Administration Operations Research Analyst in Washington, District Of Columbia

Summary A successful candidate will serve as an Operations Research Analyst leading a multi-disciplinary team to provide cost, schedule, risk, portfolio, budgeting, decision-analysis, and other analytical support to NNSA's infrastructure modernization projects and other acquisitions (e.g. equipment procurement, minor construction, lease purchase and other acquisition strategies). Responsibilities As an Operations Research Analyst, you will: Manage development of complex analytical products such as cost reviews/estimates, risk/schedule analyses, portfolio analyses, benchmarking, or other similar products using in-depth knowledge of operations research concepts, theories, and practices. Manage deployment of cost/schedule estimation models and tools in areas such as portfolio management and optimization, budgeting, and acquisition decision- making (capital and equipment). Limited Supervisor: Lead or oversee analytical teams by developing tasks and execution schedule, overseeing day-to-day activities, coordinating with senior program and site partners, ensuring final products are high- quality and defensible, and presenting results to senior leadership. Participate in a community of analysts developing similar analytical products, encourage the free flow of ideas and best practices, and participate in the development of NNSA policy in areas such as cost estimating. Provide analytical support to NNSA elements and leadership on its programs, projects, and portfolios in areas such as cost, schedule, risk, or performance outcomes. Advise fellow Operations Research Analysts or other technical personnel on analysis techniques and findings. Identify and assess issues and applies problem-solving methods (e.g. queuing theory, optimization, discrete event simulation, Monte Carlo analysis, other mathematical, statistical, and decision analysis methods). Examine problem context, data integrity, resource constraints, and key assumptions to develop deterministic and/or probabilistic models to understand the range of potential outcomes, sensitivity to assumptions, and relevant trade-offs. Communicate results of complex analytical studies, estimates, and reviews to stakeholders. Review and integrate results of multidisciplinary models or analyses into a succinct message, and present through oral and written methods to senior management, other NNSA organizations, or occasionally external stakeholders such as congressional staff. Represent the interests of the organization with NNSA or DOE senior officials, contractors, reviewing entities, and other federal agencies. Work with program customers and stakeholders (internal and external) to define scope, schedule, and deliverables for requested estimates, analyses, and support activities based on their needs and an understanding of available capabilities, models, and tools. Ensure team's products and deliverables to customers are on time, high quality, and meet needs/expectations. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service. (i.e., NQ-03 or GS-14). Specialized experience for this position is defined as experience applying operations research concepts, theories, and practices to develop or lead development of complex analytical and decision analysis products, models, or tools. Includes at least one of the following: Developing or leading/managing development of complex analytical products such as cost estimates, analyses of alternatives, business case analyses, front-end assessments, portfolio analyses, or other similar products supporting budgeting or acquisition decisions, or Developing or leading/managing development of models or tools supporting cost or schedule estimating, weapon modernization, construction or capital acquisition, equipment procurement, resource constrained programming decisions, portfolio management or optimization, budgeting, or acquisition decision-making. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. Education Basic Requirements: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. A written evaluation of any foreign education must be provided with your application in response to this vacancy announcement or be received by the closing date of this announcement.
