ICITAP Monitoring & Evaluation Specialist

Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap.  

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

POSITION SUMMARY:

The Department of Justice, the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP) requires contractual support staff to serve in the Management & Global Programs Unit (MGP). One position would serve as the MGP's (non-instructional) Monitoring and Evaluation Specialist.

JOB DUTIES AND RESPONSIBILITIES:

• Develop, implement and manage a rigorous monitoring and evaluation system consistent with the DOJ and Department of State frameworks to support capacity building efforts of ICITAP's law enforcement training program.

• Develop goals, objectives, performance indicators, and other aspects of assistance projects, including articulating theories of change.

• Monitor the administration of project plans, evaluate project performance in relation to articulated goals, objectives and performance indicators.

• Consult with management, subject matter experts, and planning personnel in preparing requirements and criteria on the evaluation of programs conducted by Department of Justice components.

• Provide advice and guidance to field and headquarters staff to ensure that monitoring and evaluation activities are integrated into existing law enforcement related programs.

• Conduct a broad range of research, analysis, evaluation and fact finding of complex criminal justice training programs worldwide to ensure the curriculum deliverables in various programs are meeting their goals and objectives.

• Prepare written reports and analysis of research findings.

• Coordinate the preparation of concept papers and design documents for evaluations, desk reviews, and special studies.

REQUIRED SKILLS AND QUALIFICATIONS:

• To qualify for this position, the applicants must have one year of specialized experience including duties such as: evaluating curriculum to ensure adequacy with program standards; preparing written reports and analysis of research findings; and monitoring the administration and evaluation of project plans.

Clearable: must be able to obtain and maintain a Public Trust clearance.

• US Government Clearance. Note: US Citizenship is required to obtain a ‘Public Trust’ Clearance.

DESIRED QUALIFICATIONS:

• Experience with ME in foreign assistance projects .
