About this agency Responsibilities Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM, the Bank) and is assigned to the Engineering and Environment Division (E&E). E&E supports OBAF's focus on the Bank's Medium- and Long-term portfolios through assessments of technical feasibility and compliance with established environmental and social requirements for projects prior to authorization, monitoring of technical and environmental performance following authorization, and application of several key agency policies throughout the lifecycle of the transaction. E&E also supports the Bank's Short-term portfolio through issue-specific eligibility determinations. This position is located in the Technical Engineer group of E&E. This group is responsible for evaluating EXIM transactions to identify technical risks and confirm the technical feasibility of the complex projects seeking EXIM's financial support utilizing good engineering practice, and to determine eligibility for support with respect to EXIM requirements, policies and guidelines throughout the transaction life cycle.The primary responsibility of the position is to accomplish mining engineering technical reviews and monitoring of transactions for foreign projects that are subject to compliance with EXIM's statutory requirements and financial lending procedures, policies, and guidelines. Duties include, but are not limited to: Evaluates the technical feasibility and assesses the technical risks of projects in the mining, mineral processing and/or civil engineering sectors with respect to industry best practices and relevant engineering guidelines. Prepares detailed written reports/analyses for inclusion in transaction Board memoranda describing the project, including the evaluation of the technical feasibility of the design and implementation plan, reasonableness of proposed project costs and schedules, identification and assessment of technical risks and alignment with EXIM eligibility criteria. Provides technical expertise on potential or pending mining engineering applications, components, and industry activities for EXIM Bank. Provides under limited supervision, technical expertise on a broad range of mining engineering specialties which may include, but are not limited to mining, fluid mechanics, rock mechanics, mineral economics, coal characteristics and minerals processing. Participates in the work of a transaction team of specialists as the mining engineering technical expert and provides consultation on mining engineering concepts applicable to the projects. Under supervision, works with the deal team on mining aspects of agreements, and support of transactions throughout the life of the transaction. Performs due diligence on projects to include analysis of project contracts and supporting documents, site inspections, review of project construction progress and monitoring of operational performance. Serves as a primary liaison with applicants on technical matters and on specific policies that are administered by the Engineering and Environment Division to facilitate reasonable and timely resolution of issues identified during the due diligence process. Prepares formal technical and/or environmental & social analysis memoranda to inform the Bank's Board of Directors as to the technical feasibility of subject projects, adherence to relevant policies and compliance with EXIM's Environmental & Social Due Diligence Procedures and Guidelines. Advises the Board of Directors of identified technical and environmental & social risks associated with proposed project activities, and of the adequacy of associated risk mitigation measures. Provides general technical information, explanations, and interpretations of EXIM policies to non-technical personnel of the Bank and maintains an information base of technical books, periodicals, files, and industry contacts Requirements Conditions of Employment Qualifications Basic Requirements For Engineers: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in mining engineering principles, such as, but not limited to, fluid mechanics, rock mechanics, mineral economics, mining techniques and minerials processing. Experience in reviewing and evaluating technical analyses and designs in the mining sector to make authoritative technical determinations that support decisions on authorization of financial support for project related transactions. Experience leading the assessment of technical risks and technical feasibility of projects in the mining sector, including the interaction and suitability of associated project infrastructure features required for successful mining operations; AND Experience in the review process for complex project related documentation, such as Engineering Specifications, Procurement and Construction contracts, permits, and feasibility studies to assess feasibility and performance risk.
