Summary This position is located in the Assignments Division (AD), Office of Career Development and Assignments (CDA), Bureau of Global Talent Management (GTM). The Assignments Division is responsible for managing the full range of assignments and management activities for thousands of foreign service (FS) employees to positions worldwide through the assignment process for paneling, assignment notifications, training, and transfer itineraries. Responsibilities Provides expert assignments policy advice and guidance on applying, interpreting, and adapting regulations, policies, and procedures related to the counseling, training, development, and assignment of Foreign Service employees. Facilitates the assignments of hundreds of Foreign Service employees to positions worldwide through the paneling process, assignment notifications, and transfer itineraries. Advises Foreign Service employees and the Bureau’s designated personnel on policies related to Foreign Service assignments, such as extensions, curtailments, transfer timing, home leave, R&R, and language requirements. Provides advice, guidance, and mentoring to less experienced staff; recommends staffing adjustments to leadership; minimizes training gaps; and facilitates recruitment efforts during the FS bidding season. Serves as a principal liaison with GTM/CDA members and leaders. Advises on past practices and responsible for researching, analyzing, and evaluating the impact of pending changes in regulations, policies, and procedures. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning and coordinating administrative and management activities associated with the HR panel assignments. Experience providing senior officials and regional and functional bureaus with consultative advice on complex staffing, policy issues, and data related to Foreign Service employees. Experience adjudicating issues related to transfer timing and itineraries, extensions and curtailments, home leave, R&R, service need differential, and training. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
