Office of the Secretary of Transportation Management and Program Analyst (Open to both U.S. Citizens and Federal Employees) in Washington, District Of Columbia

Summary This position is in the Office of Innovation and Engagement (OIE), within the Departmental Office of Human Resource Management. OIE strives to promote, energize, and accelerate solutions that help DOT achieve excellence in employee engagement and innovation. OIE services are provided to all DOT operating administrations nationwide. Responsibilities As a Management and Program Analyst, you will: Serve as a Management and Program Analyst for multiple projects across DOT with primary responsibility for project outcomes and working under minimal direction from the manager. Lead or personally performs complex projects that result in recommendations to improve organizational programs, management policies, processes, and/or utilization of resources. Serve as the focal point for institutional outreach initiatives, projects and plans, collaborating with the analysis of the Federal Employee Viewpoint Survey (FEVS) and internal surveys. Communicate and make presentations to a variety of high level, internal and external officials regarding employee engagement surveys, strategies, initiatives, and activities. Responsible for the preparation, quality, and maintenance of project deliverables. Conduct comprehensive studies, surveys, or develops questionnaires as needed to identify systemic problems or barriers to problems and causes. Coordinates with appropriate organizational units to administer surveys and review results. The ideal candidate has experience in program analysis and management within a Federal government setting; strong analytical skills and the ability to develop innovative solutions to complex problems. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with employee engagement and/or culture surveys and communicating findings and solutions to target audiences. Experience analyzing and recommending program functions. Experience developing and preparing reports. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
