U.S. Secret Service Management and Program Analyst (Contracting Officer Representative) in Washington, District Of Columbia

Summary Joining the Secret Service, Office of Technical Development and Mission Support, Technical Security Division you will be responsible for providing a technically secure environment at the White House, Vice Presidential Residence , and such places that the President and Vice President may be temporarily located. Responsibilities The selectee will serve as a Management and Program Analyst (Contracting Officer Representative) in the Office of Technical Development and Mission Support, Technical Security Division, Typical work assignments include: Researching and analyzing data, generated from agency systems and organizing information. Evaluating policies and procedures. Serving as a contracting officer representative, monitoring contracts and contractor performance to ensure services and resources are maintained. Preparing contract documentation and justification. This position requires the employee to create Independent Government Cost Estimates (IGCEs) for complete projects and any subset thereof. Requirements Conditions of Employment You will be required to provide proof of U.S. Citizenship. Certification requirements: All MAPA/CORs selected at the GS12 level will be required to obtain FAC-COR Level 2 certification within 12 months of onboarding. Failure to meet the certification requirements may result in a separation of employment with the USSS. Certification requirements: All MAPA/CORs selected at the GS13 level will be required to possess FAC-COR Level 2 certification. (Please upload certification with supporting documentation) Qualifications GS-12 Management and Program Analyst Qualifications: You qualify for the GS-12 level (starting salary $99,200) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: researching and analyzing data with the purpose of developing documents and information products, administering all phases of contracts from inception to completion and processing invoice payments. GS-13 Management and Program Analyst Qualifications: You qualify for the GS-13 level (starting salary $117,962) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: managing the full lifecycle of material and service contracts that represent significant organizational investment, evaluating program operations and advising management on recommended solutions, communicating both orally and in writing with internal and external stakeholders (e.g. executives/senior level management, vendors, contracting officers, program owners, etc.) Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
