English Language Programs (http://cied.georgetown.edu/programs/english-language-programs/) , funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs (DOS/ECA), sends experienced U.S. TESOL professionals to educational institutions on short- and long-term assignments in all regions of the world, both in-person and virtually, in three programs: the Fellow Program, the Specialist Program, and the Virtual Educator Program. Participants are cultural ambassadors who promote English language learning and mutual understanding through cultural exchange. The Center for Intercultural Education and Development (CIED) at Georgetown University (GU) is the current administrator of English Language Programs.

The Learning and Development (L&D) Manager is a key member of the English Language Programs team (ELP). This position’s primary role is supervising the production of professional Learning and Development opportunities for ELP participants and alumni, all of whom are professionals in the field of Teaching English to Speakers of Other Languages (TESOL) with MA degrees or higher. The Learning and Development Manager will manage a team of ELP staff and consultants and will collaborate closely with program officers at the U.S. Department of State (DOS) and with ELP managers and their teams. The position reports directly to the ELP Associate Director. The duties of the Learning and Development Manager include but are not limited to:

Strategy and Collaboration

  • In close collaboration with DOS and ELP stakeholders, develop strategy for a series of online and in-person courses for the English Language Programs community, including, but not limited to, Specialist Master Classes, Fellow Training of Trainers, and program orientations.

  • Collaborate closely with the Vetting and Implementation, and Outreach teams to ensure all Learning and Development projects represent current cross-team strategies and objectives.

Team Management

  • Recruit and then supervise highly-qualified TESOL-area practitioners as consultants to work on all aspects of Learning and Development projects, including as course project managers and as course presenters.

  • Delegate tasks to and direct the Learning and Development staff and consultants, as well as other ELP team members (where their work intersects with the objectives of Learning and Development projects).

  • Assign tasks related to and supervises all aspects of course design, production, and implementation, including but not limited to: onboarding of course developers and presenters, curriculum development and review, script writing and review, session rehearsals, and session videography.

  • Build courses in the program Learning Management System (LMS) housed on the ELP online community of practice (COP).

Course Management

  • ​ Oversee the administrative tasks related to participant engagement, including calls for participation, registration, attendance, certificates, and follow-on.

  • Perform administrative duties related to Learning and Development projects, including but not limited to writing Requests for Proposals, processing procurement documentation for consultants and vendors, monitoring project budgets, and submitting invoices for payment.

  • Work closely with the IT Projects team on COP and LMS maintenance and enhancements to ensure the platforms serve all the needs of Learning and Development projects.

  • Keep current on platform and software updates and suggest ways to maximize effectiveness.

  • Build processes and systems to collect, curate, and analyze data about course production, implementation, and course participant engagement.

  • Prepare reports on Learning and Development projects for the DOS and other stakeholders, delegating data compilation and analysis to consultants and ELP staff as appropriate, including but not limited to reports for every course, semi-annual reports to DOS, and reports for grant proposals.

  • Follow GU, CIED, and federal rules and regulations regarding use of grant funds, building, and following DOS approved budgets for every project.

Other duties

  • Attend regional and national TESOL conferences, as needed, to meet potential and current Learning and Development projects consultants and participants.

  • Talk to ELP alumni about ELP professional development opportunities, traveling to ELP events overseas as needed.

  • Backstop team members while they are out of the office.

  • Take on temporary duties when team members leave their positions.

  • Participate in the onboarding and training process of new team members, performing other duties as assigned.

Work Interactions

The Learning and Development Manager is a key member of the 28-person ELP team at CIED. The team consists of six units, each unit with its own manager and a cadre of coordinators supporting the work of the respective manager. Learning and Development is one of the six units within ELP and the Learning and Development Manager is instrumental to ELP’s development and implementation. The Learning and Development Manager works closely with the Learning and Development staff and consultants. The manager also reports directly to the Associate Director and closely collaborates with members of the other ELP units, and with the Finance Office staff at CIED. Externally, the manager interfaces with staff at DOS in Washington, D.C.; and at the U.S. Embassies overseas.

Requirements and Qualifications

  • Master’s Degree in TESOL or related field

  • 3-5 years experience, along with e xperience managing a team

  • Professional TESOL experience, including teacher training and training of trainers

  • Experience with curriculum development and instructional design, including knowledge of technology/LMS platforms and design programs such as LearnDash, WordPress, Canva, and Adobe Creative Cloud

  • Outstanding interpersonal communications skills with the ability to understand, synthesize, and conceptualize input and requests from multiple stakeholders

  • Excellent writing and editing skills for the preparation of online materials, administrative reports, correspondence, and program text

  • Demonstrated effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality seamless customer service

  • Ability to independently establish objectives, and plan, direct, and evaluate all aspects of work projects

  • Exceptionally strong organizational and time management skills

  • Ability to travel both in the United States and internationally, as needed

Preferred Qualifications

  • Alumnus or alumna of the U.S. Department of State English Language Programs

  • Experience living and working overseas

  • Experience working with federally funded exchange programs and/or educational programs

Work Mode Designation

This position has been designated as Telework. Please note that work mode designations are regularly reviewed in order to meet the evolving needs of the University. Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$54,616.00 - $100,493.33

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
