Summary This position is located at Departmental Offices, Terrorist and Financial Intelligence - Intelligence Analysis, Office of Counterintelligence (OCI). The purpose of this position is to function as a counterintelligence (CI) officer, conducting CI assessments and inquiries, and supporting CI operations and investigations. OCI assessments involve research and evaluation of intelligence information to determine the operational capabilities and effectiveness of foreign intelligence entities (FIE). Responsibilities Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. As a Intelligence Operations Specialist, you will: Provide CI advice and assistance to Treasury officials and supported activities. Present personal CI briefings of various lengths and mediums to select audiences. Conduct briefings and debriefings of Treasury personnel who travel to foreign countries and/or interact with foreign nationals. Conduct CI collection activities via debriefings, liaison, open source and classified source research. Prepare finished Intelligence Information Reports. Serve as a CI investigator for reports of CI anomalies or allegations of espionage. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A two-year trial period may be required. Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI). Must be eligible for Sensitive Compartmented Information (SCI) access. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Conducting counterintelligence (CI) activities, including briefings, debriefings, inquiries, assessments, and/or counterintelligence operations with minimal supervision; AND Applying counterintelligence directives, policies, and procedures. Examples of creditable experience include: planning, directing, and conducting counterintelligence activities to detect, deter, or prevent foreign intelligence entity (FIE) attempts at targeting personnel, information, processes, technology, or facilities; and/or experience evaluating and recommending changes in methodology for the conduct of counterintelligence activities. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Conducting counterintelligence activities, OR related intelligence and/or investigative activities; AND Applying intelligence or counterintelligence directives, policies, and procedures. Examples of creditable experience include: experience receiving and assessing intelligence or counterintelligence information for relevance; experience assessing the effectiveness of intelligence or counterintelligence-related activities across an organization; experience conducting counterintelligence briefings and debriefings; experience conducting inquiries or investigations; experience conducting intelligence or counterintelligence collections activities. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
