Responsibilities This position is located within the Position Management and Classification Section, Recruitment Branch, Office of Human Resources, Office of the Under Secretary for Administration, Smithsonian Institution. The Smithsonian Institution is a diverse museum and research complex dedicated to the increase and diffusion of knowledge. In this position, you will perform the following duties: Classify and prepare necessary documentation for positions covered by the General schedule (GS) (including Trust positions) and Federal Wage System (FWS). Provide managers with authoritative interpretation of classification and position management procedures, practices, polices and guidelines when the issues involve new, highly controversial, precedent setting and/or involve more than one of human resources policy. Review, drafts or contribute towards new or proposed classification, wage administration and position management policies, procedures and guidelines for Unit's or SI-wide use, such as implementation of automated systems. Provide expert advice on major organizational planning issues, such as the expected impact of reductions in workforce, reorganizations or other mass changes or situations involving a broad perspective on complex, interrelated actions. Qualifications GS-13 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as (1) analyzing, evaluating, and making recommendations on position management and classification matters, to include classifying position descriptions, 2) providing technical guidance to management in the area of classification and position management, 3) analyzing and interpreting classification guidelines to resolve complex issues and make recommendations to the leadership, 4) developing strategies, assessing risks and managing projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education cannot substitute at the GS-13 level, see above. Additional Information This position is not included in the bargaining unit.
