Summary The incumbent is a Senior Editor for the NNSA Executive Secretariat responsible for researching and tracking statutory and non-statutory reporting requirements and providing expert level knowledge and skills of advanced writing and editing for NNSA correspondence and other written products. Responsibilities As a Editor, you will: Apply advanced principles and practices of writing and editing executive level correspondence and reports and of accepted, standard practices of writing and editing written communication and applications sufficient to originate and/or edit written content for dissemination from the organization's Administrator to Congress and the general public. Draft/review/edit substantive written materials for the Administrator and Principal Deputy Administrator as requested, including correspondence, reports, papers, key messages, and other written communications. This includes targeted messages for internal communications within NNSA or for specific stakeholders and partners, as needed by the Office of the Administrator. Analyze complex information, including legislation, financial information, and other numerical, qualitative and quantitative data, to extract key messages for integration into correspondence and reports as required. Apply multiple analytical tools and methods for undertaking substantive intensive research on a wide variety of policy related issues in order to gather all necessary and pertinent facts and evaluate their importance for inclusion or exclusion in the Administrator's written products. Understand the organization's mission and functions, and how its social, political, and technological systems work to include programs, policies, procedures, rules, and regulations of the organization in order to identify sources of knowledge pertinent to specific editing tasks in conjunction with the ability to handle and share that knowledge effectively through productive working relationships. Work with senior managers and colleagues in various NNSA organizations, including the Office of Congressional and Intergovernmental Affairs, and Office of Communications staff to incorporate leadership messaging into written products. Adapt behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with pressure, uncertainty, and ambiguity. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: experience applying advanced writing and research skills for complex, time sensitive written products to be reviewed and signed the most senior levels of the agency, and experience providing accurate, clear, and well researched documents that are in line with rules and procedures and prepared for a wide variety of national and international audiences. Examples of Specialized Experience: 1. Review all draft legislation and final laws to identify agency reporting requirements, and items with agency equity. Compile tracking documents to detail requirements, upload into the electronic document tracking system, assign requirements, and track, review and edit, and process documents through the Department's multi-step process for reviewing products for delivery to the President or to Congress. 2. Plan, coordinate, prioritize multiple short- and long-term projects, including reports, time sensitive correspondence, workforce messaging, legislative proposals, and other special duties as assigned. 3. Develop, maintain, and leverage relationships with points of contact across the agency, the Department, and the Interagency to assist in the review and clearance of the Agency's highest priority documents for delivery to the President or Congress, or intergovernmental or foreign government stakeholders. 4. Provide guidance and mentorship to agency offices in drafting, reviewing, and editing letters, action/information memoranda to ensure that documents and correspondence submitted for executive signature are appropriate in tone and style, professional in format and appearance, and consistent with current Administration policies and practices "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
