Summary This Senior Executive Service (SES) position is in the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pesticide Programs (OPP), Biological and Economic Analysis Division (BEAD). About OCSPP. This is an office-centered position*--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities This Senior Executive Service (SES) position is located in the Biological and Economic Analysis Division (BEAD) in the Office of Pesticide Programs (OPP), Office of Chemical Safety and Pollution Prevention (OCSPP). OPP is responsible for the registration of pesticides and must make determinations about whether pesticides pose an unreasonable risk to humans and the environment. Large amounts of data from registrants and other sources must be reviewed and reliable schedules must be maintained in order to meet statutory deadlines for both new and existing pesticides. BEAD carries out a critical component of the process for both new and existing pesticides, particularly assessing the uses, benefits and economic impacts of pesticides – collecting and analyzing information, including application rates and methods, effectiveness, quantities used, and comparison to alternatives. The Director of BEAD is also responsible for acquiring and maintaining data on regional production of pesticide products and analyzing economic impacts of alternative regulatory decisions of special or emergency pesticide use applications and individual program actions or policies. At the gateway to a multi-billion dollar pesticide market, the Director plays an integral role in OPP’s process to help ensure pesticides are regulated fairly and that effective measures for controlling pests are available. Specific responsibilities of the position include: Managing three branches and two laboratories to support all pesticide regulatory divisions and programs. Maintaining operational responsibilities across a full range of programmatic issues with special focus on managing the development of critical “real-world” data on pesticide use/usage and benefits assessments to support registration and registration review decisions under the Federal Insecticide, Fungicide and Rodenticide Act; the Federal Food, Drug and Cosmetic Act; the Food Quality Protection Act; and the Pesticide Registration Improvement Act. Collaborating with senior level officials at the U.S. Departments of Agriculture, Commerce, and the Interior, as well as within EPA, in the implementation of the Agency’s responsibilities under the Endangered Species Act. Overseeing OPP’s laboratories, located at Ft. Meade, Maryland, which are critical to OPP’s mission to protect public health and the environment and to the agency’s homeland security efforts. Developing and evaluating methods for determining the efficacy of antimicrobial products as part of the nation’s anti-bioterrorism response and other homeland-security related efforts. Validating analytical methods to measure pesticide residues in food, water, and other media. Requirements Conditions of Employment You must be a U.S. citizen. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. #LI-Onsite Qualifications The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified. TQ 1 - Demonstrated experience managing and directing a diverse organization consisting of technical and policy staff in various disciplines to support regulatory programs. TQ 2 - Demonstrated experience providing leadership and direction for acquiring and maintaining data on the use and importance of products and analyzing the data to determine the economic impacts of alternative regulatory decisions.
