IBM Data Owner/Engineer in Washington, District Of Columbia

Your Role and Responsibilities

The Data Owner will be responsible for leading the Refugee Processing Center's data management strategy, encompassing all areas of data warehousing, data analytics, and business intelligence. This role will lead two distinct teams; one team focused on data engineering and architecture, designing, and building our ServiceNow data warehousing solutions, and another team of data analysts responsible for data exploration, analysis, trend identification, predictive analytics and modeling, and report generation for RPCs wide customer base.

  • Develop, implement, and manage the company's data strategy, aligning it with business

objectives and technology capabilities.

  • Oversee the design, development, and deployment of the data warehouse system that

integrates ServiceNow data into actionable business insights. Implement a real-time data sync

mechanism to ensure reports are always up-to-date and relevant to business needs.

  • Lead a team of data engineers and solution architects in the research, design, and construction

of data systems, including real-time data processing capabilities.

  • Drive continuous improvement initiatives for the data warehouse and related infrastructure.

Lead research into new technologies, methodologies, and best practices to enhance the

efficiency, reliability, and scalability of our data systems.

  • Oversee a team of data analysts to deliver quality data analysis, predictive modelling, and report

generation.

  • Act as a liaison between the technical teams and upper management, effectively translating

business requirements into technical specifications and vice versa.

  • Establish and maintain data governance, data management standards, and data quality metrics

to ensure data integrity and security.

  • Collaborate closely with the Security and Compliance team to develop and maintain necessary

design and other documentations for the System Security Plan (SSP) and achieve Authority to

Operate (ATO).

  • Foster a data-driven culture within the organization and promote the value of accurate and

accessible data.

  • Continually evaluate emerging technologies to stay ahead of industry trends and opportunities.

  • Manage team resources effectively, ensuring optimal allocation based on project requirements,

individual skill sets, and team capacity. Oversee task management and work prioritization,

ensuring project milestones and objectives are met on time.

  • Regularly provide reports to Government leads regarding task progress, potential issues, and

proposed solutions. Ensure transparent communication to facilitate informed decision-making

and optimal support.

  • Responsible for organizational integration technologies and platforms, interface configuration in

a multi-system integration environment with packaged application customization, and custom

integration development, with integration programming, analysis, coding, design, development,

configuration, implementation, testing, documentation, application programming and solution

analysis, support, maintenance, and troubleshooting.

  • Document testing and maintenance of system corrections.

  • Develop, document, and analyze user requirements to define the problem at hand.

Must be located in the Washington, DC Metro Area

Required Technical and Professional Expertise

  • Secret Clearance

  • Bachelor's degree in Computer Science, Data Science, Information Systems, or Business; or the

equivalent combination of education, technical training, or work experience.

  • Minimum of 10 years of experience in data management roles, with at least 5 years in

leadership positions.

  • Proven experience in designing and deploying data warehouse solutions, specifically with

ServiceNow integration.

  • Extensive experience with data architecture and data warehousing principles and

methodologies.

  • Experience with modern data platforms and tools for data analysis, data quality, and business

intelligence.

  • Experience in leading and managing cross-functional teams.

  • Strong understanding of data analytics and predictive modeling techniques.

  • Excellent communication skills with the ability to translate complex data concepts into

understandable business terms.

  • Strong project management skills with the ability to handle multiple projects simultaneously.

  • Excellent leadership skills with a strategic mindset.

  • Exceptional problem-solving skills and analytical thinking.

  • Strong interpersonal skills with the ability to communicate effectively with both technical and

non-technical stakeholders.

  • High attention to detail with a commitment to data accuracy and integrity.

  • Must be able to work under pressure, following a plan and balancing competing requests by

priority.

  • Strong customer service and team focus is required.

  • Must be able to demonstrate problem solving skills, including defining severity and

demonstrating appropriate escalation.

  • Must be able to create solutions to resolve complex operational problems, collaborating with

vendors and users as required, and identify trends that warrant immediate attention.

  • Must be able to maintain accountability for the timely resolution of specific issues and problems

within a particular area, application, database, technology or system.

The salary will vary depending on your job-related skills, experience and location. Pay increment and frequency of pay will be in accordance with employment classification and applicable laws.
