Responsibilities

We are seeking a mission-focusedCPIC/Budget Analyst to support and contribute to our government customer’s success inWashington, DC!

Our staff provides Policy and Governance Support Services as well as incidental advisory and assistance services to the Office of the Chief Information Officer (OCIO) for the National Nuclear Security Administration. These services include ensuring compliance for various government programs, developing and reviewing IT and Cyber Security policy that affects the OCIO or the agency, providing Cyber Security and IT Governance and Analysis, data consolidation, Program and Project Management Support and Oversight, Capital Planning and Investment Control (CPIC) oversight, and Financial Execution Analysis for all OCIO investments. Additionally, our services extend to managing the communications for the OCIO and pro-actively engaging with stakeholders and customers, both internal and external.

The Budget Analyst will support the management consulting activities alongside the project/program manager, technical staff, and federal clients for Capitol Planning and IT Portfolio Management at The National Nuclear Security Administration (NNSA) Office of the Chief Information Officer (OCIO). The position requires an ability to take initiative and a willingness to work in a flexible, fast-paced environment.

Duties, Tasks & Responsibilities

  • Maintain an accurate account of all IT investments throughout the NNSA, including cybersecurity investments.

  • Use the IT reporting system Folio to manage IT investment reporting, assist investment managers, and update IT budget.

  • Break-out IT costs along Technology Business Management (TBM) taxonomy

  • Review A-11 guidance distributed by OMB and understand the requirements necessary.

  • Submit Annual/Pre-Decisional and Passback/President’s IT Budget data to OMB to ensure NNSA complies with all OMB and DOE reporting requirements and schedule of final submissions.

  • Implement data migration, data reconciliation, data visualization, and dashboarding for NA-IM budget processes.

  • Monitor budget commitments, obligations, and executions.

  • Assist with implementing and managing the OCIO cybersecurity and IT budget tool.

  • Support the Planning, Programming, Budgeting, and Evaluation (PPBE).

Qualifications

Required Experience, Education, Skills & Technologies

  • Bachelors Degree or equivalent experience

  • 5 years of related Capitol Planning experience

  • 5 years of financial/budgeting experience

  • Strong quantitative skills and comfort working with analyzing and synthesizing budget and program data

  • Knowledge of the ITPfM/CPIC process, techniques, and governing laws

  • Experience with the OMB budget formulation and execution process

  • Ability to work well with clients to determine requirements and execute a plan to meet those requirements in a timely and efficient manner

  • Ability to travel required (0-5%)

  • Active US Citizenship (no dual citizenship)

    Security Clearance Level

  • Must be able to obtain a DoE "Q" level clearance

    Work Schedule

  • Full-time, Hybrid- 2-3 days required on site per week, remote otherwise.
