Department of State - Agency Wide Contracting Liaison in Washington, District Of Columbia

Summary The Population, Refugee and Migration Bureau is responsible for formulating and implementing U.S. policy and programs under the mandate of the Bureau. Incumbent provides analyses, recommendations, and advice of a wide range of support and facilitation of contract management functions that includes various complex contract administration, procurement planning and related contracting services in support of PRM programs and operations. Responsibilities Performs contract administration duties to include incremental funding, preparing rate and cost adjustments, redirecting efforts, coordinating time extensions, incorporating change orders and issuing work documents in response to situations. Reviews and approves progress and final payments and closes out contracts. Oversees and collaborates with management to address work progress and performance issues concerning contractor staff. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing proposed munitions export requests for export of commodities and services. Experience reporting on status of project activities. Experience facilitating the procurement processes through the development and implementation of new methods, strategies, and tools. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
