Summary The GSA Office of Inspector General (OIG) is seeking a highly motivated and qualified individual to serve as the Assistant Inspector General (AIG) for Inspections and to be a proactive member of our senior leadership team. This position is located at GSA headquarters in Washington, D.C. Responsibilities The AIG for Inspections directs the work of the Office of Inspections (JE), an OIG headquarters component with nationwide GSA oversight responsibilities through inspections, evaluations and reviews of Agency activities. The AIG for Inspections will plan and conduct inspections and evaluations of GSA programs and operations, including special projects assigned by the Inspector General. The AIG establishes procedures for recordkeeping, survey work, defining project scope, fieldwork and data analysis, report writing, and implementation for inspections and evaluations. The AIG is expected to plan inspections and evaluations to determine whether GSA programs and operations comply with Agency policy or whether policy changes are warranted to prevent inefficiencies, waste, abuse, and/or fraud. The selected AIG will be innovative and resourceful in leadership and management of diverse talent. In support of the OIG strategic plan, the AIG will develop and prioritize the necessary objectives to complete a variety of assignments and set initiatives, at times under urgent timeframes. The assignments often involve sensitive and complex GSA programs and require the exercise of extreme discretion, tact and diplomacy, and excellent judgment. The AIG exercises skill and leadership by personal example to ensure that these inspections are conducted with a high degree of professional competence, objectivity, and flexibility. As a member of the OIG executive leadership, the AIG routinely works with peers who oversee the primary operational and management components of the OIG. The AIG additionally oversees OIG internal quality assurance functions assigned to the Office of Inspections, and other internal and external OIG responsibilities as the Inspector General determines. This position is being advertised as an ES-0340 Program Management position. Candidates are not limited to persons in the 0340 series or comparable program management positions. The OIG anticipates that successful candidates also may come from various professional disciplines, such as law, audits, and investigations. At the OIG’s discretion, the occupational series may be adjusted to another occupational series such as 0905 Attorney, 0511 Auditor, and 0343 Management Analyst, as long as the successful candidate demonstrates he/she meets the requirements for that series Requirements Conditions of Employment Qualifications This announcement is open to all qualified Individuals within the civil service. For purposes of this announcement, the civil service consists of all persons who occupy positions in the executive (both competitive service and excepted service), judicial, and legislative branches, except positions in the uniformed services (the armed forces, the Commissioned Corps of the Public Health Service, and the Commissioned Corps of the National Oceanic and Atmospheric Administration). Included are experts and consultants who occupy appointive positions, and individuals in the Postal Service and the Postal Rate Commission. The District of Columbia Government is not part of the Federal civil service. A person is considered to be in the civil service only if occupying a civil service position at the time of application to this vacancy announcement. SES reinstatement eligibles outside the civil service and SESCDP graduates with noncompetitive eligibility may also apply. Applicant qualifications will be assessed using the traditional application method. All applicants must meet the Mandatory Technical Competencies and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. You must submit supplemental documentation that separately addresses the Mandatory Technical Competencies (MTCs) listed below and a supplemental statement that separately addresses the Executive Core Qualifications (ECQs) listed below. MANDATORY TECHNICAL COMPETENCIES (MTCs): You must submit a supplemental statement that separately addresses MTC1 and MTC2. Your supplemental statement must be restricted to no more than two pages for each MTC. Information beyond two pages for each MTC will not be evaluated. MTC1 - Substantial experience supervising and carrying out broad, highly technical, and complex inspections, evaluations and reviews from an office of Inspector General or any other comparable oversight organization. MTC2 - Ability to prioritize objectives and develop strategies to meet organizational and agency mission requirements while enhancing the effectiveness of operations. You must submit two (2) work samples, redacted as appropriate, to demonstrate possession of the skills outlined in MTC3. MTC3 - Strong writing skills demonstrated through work products that show an ability to identify, research, and analyze issues and present findings in a comprehensive and orderly fashion. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ1 - Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ2 - Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ3 - Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ4 - Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ5 - Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
