Architect of the Capitol Purchasing Agent in Washington DC, District Of Columbia

Summary The position can be located within any jurisdiction of the Architect of the Capitol, Office of the Chief of Operations, Superintendent House Office Buildings, Assistant Superintendent Facilities Management Division, Business Operations Branch, Supply Management Section. The incumbent serves as a Purchasing Agent performing a variety of tasks for the acquisition of supplies, materials, equipment and services for assigned jurisdiction. Responsibilities The Tour of Duty for this position is 7:30 a.m. - 4:00 p.m. This position is emergency essential - Depending on the type of emergency, the employee may be required to report to work during emergency situations. The individual selected for this position will: Serves as a Purchasing Agent responsible for procuring supplies, services, equipment and other resources through a variety of purchasing methods and procedures. Screens and reviews purchasing requests for completeness and accuracy, ensuring available funds. Develops Request for Quotation (RFQ) packages that include all necessary clauses, terms and conditions. Evaluates quotes received in accordance with criteria; determines price reasonableness for items not recently or previously purchased; and selects the vendor, negotiating price with sole-source vendors Prepares purchase orders including specifications, packing and shipping requirements, inspection, instruction and all other special and standard clauses. Awards and administers small purchases that require extensive monitoring and oversight and are not firm-fixed price, such as labor hour, time and materials, etc. Initiates modifications to original terms for substitutions of products/services, price changes and delivery date changes Monitors delivery, inspection and acceptance of purchases Uses Financial Management System (FMS) and Maximo operating systems to perform purchasing duties. Performs other related duties as assigned. Requirements Conditions of Employment Your resume and question responses must demonstrate the job-related KSAs. Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-08 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position includes: 1.) Utilizing and determining purchasing regulations, methods, procedures and business practices to make purchases based on cost, urgency, and availability involving specialized and commercial requirements. 2.) Communicating effectively with a variety of individuals from different backgrounds in order to gather information, present recommendations and coordinate services. 3.) Completing critical purchasing tasks in a timely manner. 4.) Utilizing automated processes pertaining to purchasing and purchase orders. 5.) Preparing, negotiating and establishing blanket purchase agreements. Education There is no educational requirement for this position. Additional Information Welcome Veterans.
