U.S. Capitol Police Chaplain Director in Washington DC, District Of Columbia

Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the Howard C. Liebengood Center for Wellness, United States Capitol Police (USCP). Develops, implements, and manages the Volunteer Chaplaincy Program, including applications, directives, policies, procedures, confidentiality agreements, and best practices. Ensures all policies, laws, and regulations about the Volunteer Chaplaincy Program are established and adhered to. Remains current on best practices and trends in spiritual care and crisis intervention. Ensures all budgetary, training, and additional program requirements are accomplished. Prepares fiscal year Chaplain report to United States Capitol Police stakeholders. Develops internal operating procedures and maintains and updates an incident and activity tracking system. Submits statistical reports on program activities, as required, to the Liebengood Center for Wellness Director. Serves as the primary point of contact for emergency callouts when informed by the Watch Commander or requested by a supervisor, employee, or immediate family member. Dispatches volunteer chaplains to sections, divisions, and bureaus when needed.. Assists the USCP leaders with drafting death notifications and letters of condolence based on requests for assistance from an affected employee or an immediate family member. Provides confidential spiritual support, counseling, and guidance to USCP officers, staff, and their families. Provides crisis intervention services during and after critical incidents, including on-scene support when necessary. Responds to the Capitol Complex for emergencies and travels to provide care and support to employees during Congressional Delegations (CODELS) outside the National Capitol Region. Liaises with hospital chaplains or health care personnel to coordinate support for USCP employees and their families when an employee is hospitalized outside the local area. Requirements Conditions of Employment You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period. Must possess a valid driver's license. Must be able to work various shifts to supervise volunteer chaplains on duty. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience is defined as experience: 1) provides and obtains information and provides pastoral care and comfort, 2) addresses such matters as assessment, cause of death, or identification, 3) coordinates the handling of all religious ministry. Master's degree in divinity along with a minimum of 3 units of clinical pastoral education is desirable. All eligibility requirements must be met by the closing date of the vacancy announcement. Additional Information Additional Conditions of Employment with the USCP: As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration. https://www.sss.gov/verify/-- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
