Office of Personnel Management Attorney Advisor (General) in Washington DC, District Of Columbia

Summary The Office of Personnel Management (OPM) seeks an experienced litigator familiar with Federal and administrative litigation to work with a group of professionals at the Office of the General Counsel (OGC). You will lead significant litigation and serve as a senior advisor on litigation matters involving a variety of issues relating to both the internal work of OPM, as well as OPM's government-wide policies, oversight, and programs that support Federal employees, retirees, and family members. Responsibilities The Office of the General Counsel (OGC) seeks a talented litigator to join its dynamic, high-performing team of attorneys in the Compensation, Benefits, Products and Services Division (Compensation) Division. Major duties and responsibilities include: Mentoring, advising, and assisting other attorneys throughout all stages of administrative litigation. This may include assessing and evaluating cases, developing theories, providing sound procedural recommendations, developing and executing discovery plans, preparing witnesses, reviewing motions and briefs, preparing for trial, and advising on post-trial proceedings. Directly supporting, and assisting other attorneys in supporting, the Department of Justice in trial and appellate litigation, including consulting with Justice concerning whether the agency should seek further review of adverse decisions. Assisting the Associate General Counsel as needed in the assignment and review of litigation matters. Representing the agency in important and sensitive administrative litigation in fora including the General Accountability Office and Civilian Board of Contract Appeals. Providing legal advice and assistance to OPM leaders across a diverse and interesting portfolio, potentially including compensation, leave, retirement, health benefits, life insurance, torts, program fraud, and contract and procurement matters. Other duties as assigned. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period This position is not eligible for inclusion in a bargaining unit Appointments made from this announcement are exempt from the competitive service. Must be an active member in good standing of the Bar of a State, Territory of the United States, Commonwealth of Puerto Rico, or the District of Columbia. Qualifications Basic Qualifications A J.D. from a law school accredited by the American Bar Association; Demonstrated excellence in administrative, trial, and/or appellate litigation; and At least one full year of experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service. Preferred Qualifications Demonstrated excellence in both written and oral advocacy, including drafting under time pressure. Demonstrated experience managing and analyzing complex legal issues and questions. The ability to provide excellent customer service and to exercise sound judgment and decision-making in challenging situations; High competence in legal research and analysis, including the ability to effectively integrate and synthesize facts and law to make legally sound decisions, including in compressed timeframes; The ability to work both independently and as a team member in a demanding environment; Willingness to consider diverse perspectives and ability to navigate changing circumstances; Ability to effectively manage multiple work assignments and competing priorities concurrently; and Ability to develop and maintain collaborative working relationships, both within and outside OGC.
