Architect of the Capitol Assistant Director, Security Infrastructure in Washington DC, District Of Columbia

Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Security Infrastructure Project Division. The Assistant Director is responsible for the Planning, Programming, Design and Construction of all major repairs and improvements associated with all facilities and infrastructure under the purview of the OCSO. Must be able to obtain and maintain a Top-Secret security clearance. Responsibilities The Assistant Director assists in meeting the needs of all organizations and stakeholders supported by OCSO, including the U.S. Capitol Police, all Legislative Branch Information Offices and the entire Capitol Campus; must develop and manage an enduring program to effectively address OCSO facilities and infrastructure requirements into the foreseeable future. Supervisory and Managerial Responsibilities Provides administrative and technical guidance and oversight necessary for accomplishing the work of the division. Responsible for the leadership and administrative, professional and technical supervision of the staff, serving as the immediate supervisor. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Manages the workforce based on organizational goals, budget considerations and staffing needs. Makes employee assignments and creates a place of employment which is free from recognized hazards that are likely to cause death or serious physical harm. Conforms with occupational safety and health standards applicable to the Architect of the Capitol and with all rules, regulations, and orders issued by The Architect of the Capitol with respect to the occupational safety and health program. Infrastructure Program Management Serves as the technical authority responsible for providing expert advice and assistance to AOC personnel and other federal agencies on construction matters relating to the development, execution and monitoring of highly visible, controversial and politically sensitive building official policies, plans, and programs. Surmounts difficult and complex technical, project management, and organizational problems using innovative and original approaches. Performs pre-project planning duties, such as concept development, integration planning, and design for projects, taking into account feasibility, costs and economics. Develops and leads a comprehensive program to address all facilities and infrastructure investments for the Office of Security Programs, ensuring the effective Planning, Programming, Design and Construction of all infrastructure and facilities projects. Oversees facilities planning, programming, design and construction to sustain, modernize and expand the facilities and infrastructure support for the U.S. Capitol Police, the Alternate Computing Facility and the security of the entire Capitol Complex. Ensures required facilities and infrastructure projects are planned, programmed, designed and constructed in accordance with AOC and industry standards, including quality and schedule adherence. Applies principles of general engineering and architecture to resolve novel or obscure planning, design and construction problems and develops new approaches that guide other engineers and construction personnel. Utilizes related professional fields, such as mechanical, civil, structural and electrical engineering and architecture to ensure that areas of overlapping responsibilities among technical disciplines receive proper consideration and ensure that total project objectives are achieved. Applies the concepts, principles, practices, laws, regulations and core competencies of project management to manage and oversee the delivery of high-quality projects on time and within budget. Exercises initiative to ensure the integration of contract development and management, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management. Oversees project controls to include planning, scheduling, modeling work flow, managing fiscal rates, cross-resourcing to optimize overall assets and securing alternate means for accomplishing work when assets are limited. Utilizes best practices and methods for designing productive constructability assessments, change order management, production information management, tools and equipment management, equipment management, cost tracking, cost and progress recording and reporting, FTE controls, pre-construction and project start-up, design and contract decisions, as-built design changes and warranty program management. Prepares, justifies and administers the program budget. Oversees procurement and contracting to achieve desired results. Utilizes a high degree of diplomacy in dealing with Congressional staff, representatives of other Federal agencies, outside contractors, work crews and employees in the Capitol Complex. Develops networks, establishes alliances and collaborates across boundaries to build strategic relationships and achieve common goals. Develops and manages budgets and resources associated with the Security Infrastructure Division and all OCSO capital investment projects. Helps develop the OCSO overall strategic plan and future monetary requirements for the purpose of maintaining an effective and efficient operating program in an all-hazards environment. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Bachelor's degree in professional engineering: To be creditable, the program must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics;(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 2. Combination of education and experience: College-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Bachelor’s Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Combination of education and experience: college-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
