Main Purpose of the Role:

The TTS Regulatory Reporting Ops Head for UK + W. Europe + MEA / TTS Ops Poland CSC Site Head :

The role is accountable for Leadership & Management of complex/critical/large professional and highly sensitive Regulatory domain – and providing Horizontal Leadership as Site Head across Multiple Functional Groups for our TTS Ops footprint in Poland CSC. Will leads and direct a team of professionals, within the CSC, and across Multiple Countries – as Direct Staff and “Designated Staff”. Requires a comprehensive understanding of multiple areas within Regulatory Reporting function, and how these deliver against highest standards set by Local Regulators in all Markets in portfolio of these Clusters, in order to achieve the objectives of the function, Business and our Franchise in these Countries.

Key Responsibilities include

Responsibilities – Payments Risk and Controls

  • Responsible for Leading Regulatory Reporting for 45 countries for TTS in Europe and MEA clusters, spanning 850 reports and 43K submissions annually, which is a very complex Regulatory environment. Larger volume in MEA Cluster. And a lot of complexity in UK & W. Europe.

  • Responsible for Leading Regulatory Reporting for 45 countries for SS in Europe and MEA clusters, spanning 190 reports and 9.3K submissions annually, which is a very complex Regulatory environment. Larger volume in Europe Cluster. And a lot of complexity in both Eurpe & MEA Clusters.

  • Applies in-depth understanding of the business impact of technical contributions.

  • Strong commercial awareness is a necessity.

  • Excellent communication skills required in order to negotiate internally – within TTS, Senior stakeholders like CCOs, Senior ICRM Leads, and at times, even externally with Regulators in the Countries in scope.

  • Accountable for the end results of an area. Exercises control over resources, strategy formulation and planning, and finally high quality Execution.

  • Involved in short- to medium-term planning of actions and resources for own area.

  • Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

  • Develop, refine and implement Operations strategy including aspects such as area selection, product design and delivery, portfolio quality management, client outreach and communications to ensure overall quality and efficiency of operating model

  • Ensure strategic goals that guide future growth and development of the Bank are prioritized and translated into tactical business plans with mechanisms for key measurements in place to monitor progress

  • Evaluates and provides direction/interpretation and guidance on regulatory guidance on complex and high impact transactions/positions/portfolios.

  • Responsible for communicating to executive management implications of existing and opposed regulation and developing potential responses.

  • Responsible for providing regulatory reporting strategic analytics, information management across Citibank products and reports to senior management. This may include regulations related to specific product or macro / systemic regulation, including standards to comply with regulations from other central banks and regulatory authorities.

  • Regulatory reporting project management ownership (business requirements, analysis and testing) for delivery of regulatory solutions.

  • In partnership with the Business regulatory teams, coordinate consumer-wide horizontal regulatory examinations to achieve full compliance; requires directing a cross-functional team. Sustain formal communication process with the regulatory agencies to provide transparency to the business through regular business updates and routines.

  • Analyze new risk-related guidelines, best practice standards, rules, and regulations. Provide updates, as needed, to management and regulators on exam and issue remediation status including progress against milestones, risk identified and any other potential impacts.

  • Project Management of various deliverables for Regulatory Reporting. Involvement in rationalization of EUCs (End User Computing) used for Regulatory Reports.

  • Significant interaction with a wide range of senior bank and risk management colleagues, as well as external stakeholders such as regulators / auditors.

  • Manage Regulatory Reporting related examinations to achieve full compliance. Develop and manage the strategy and messaging for regulatory interactions pertaining to Reg Reporting, to ensure transparency of performance, management, and compliance of the business.

  • Initiates feedback session with Key Stakeholders like CCOs and Product Functional/ Geography Heads, using Scorecards related to Regulatory Reporting to facilitate aa periodic Dialogue to study Performance & Trends, and consequent Actions to be owned jointly between Reg Reporting Ops Teams and the CCOs/ Product Heads. to understand strength and focused areas. Leverages feedback to influence change throughout organization.

  • Appropriately assess the Key Regulatory Reporting Risk, when business decisions are made or New Products/ capabilities are launched, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable Regulatory Reporting related laws, rules and expectations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Responsibilities – CSC Site Lead for TTS Ops

  • As the Poland TTS CSC Site Head, the selected candidate will lead and drive the CSC strategy and priorities across Warsaw & Olsztyn Sites, with 1.2K employees

  • Key responsibilities as the Poland TTS CSC site head will include:

  • Site Governance - lead CSC management and governance meetings,

  • Represent the TTS CSC as a key member of the Citi Poland in Country Management Team and any other In-country forums, where presence is necessary

  • Lead Poland TTS CSC in any cross-CSCs Global/ Cluster forums

  • Talent & Culture - leading cross-site TTS CSC talent and culture strategy, champion diversity efforts, drive positive VOE

  • Strengthen Poland TTS Operations Center leadership bench, ensure it runs on best practices across the entire CSC, and aligned into the overall Citi framework.

  • Employee Engagement - Lead TTS CSC site-wide employee engagement activities and events

  • Communications - oversee all periodic TTS CSC publications content and delivery, host townhalls, mentor and support key talent

  • Will need to manage the complexities of providing Administrative Leadership, in a highly regulated local environment, for the TTS Ops In-Country + Cluster + Global support on behalf of the stakeholders across all our major Products & Services – Payments, Trade, Onboarding, Sanctions, Regulatory Reporting, CitiService, Business Execution, Risk & Controls and Reconciliations.

  • Build relationships with key stakeholders, peers on Executive Management, government, suppliers, etc. to ensure correct focus and direction for the TTS CSC Operations

  • Execute strategy to mitigate external risks or requests raised through Government Affairs or Community Affairs. Implement consistent and comprehensive management oversight processes.

  • In the context of providing On-ground Horizontal leadership that supports the Primary efforts by Functional owners of their Teams based in Poland TTS CSC, by identifying and sponsoring the development opportunities for key individuals in the Warsaw/ Olsztyn sites, that help them gain broad exposure and experience. Influence organization initiatives to develop talent, knowledge and refine skills of organization. Modeling positive reward and recognition behavior consistently. Provide ground level support in Recruiting Top Local talent, and commit to their development. Ensure diverse Local talent pipeline at all levels.

  • Appropriately assess & provide critical inputs pertaining to Local Regulatory, Geopolitical, Legal, Human Capital & Financial risk, when Functional decisions are made at Global/ Cluster level, demonstrating particular consideration for the firm's reputation and safeguarding Citi Franchise and Our clients and assets, by driving compliance with applicable Local laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Skills Requirement/ Qualifications :

  • 18+ years’ experience in product program governance and regulatory reporting management framework.

  • Should have a strong understanding of Data & Data build and Flow, and its implications for Regulatory Reporting. Given Data will be the most critical Asset to be delivered by Regulatory Reporting Team in desired formats to the Regulators, it is essential for a Senior Leadership role like this to be able to recognize Data challenges, and raise the required Data concerns, to ensure what we Report is accurate & reliable.

  • A Good understanding of Technology Solutions – Core Applications and Data Warehousing – and latest Tools and Solutions that may be available from External providers, off the shelf and/ or customized or licensed for Citi Regulatory Reporting domain.

  • Good handle on Financial Planning & Budgeting

  • Strong Communication and People Management skills

  • Ability to interpret Regulatory reporting as well as experience from the business and/or technical area desired.

  • Familiarity with regulatory landscape facing global banks. Ideally, have worked in banking industry or regulators institutions.

  • Previous experience in managing Regulatory Inspections and Audits within a financial services company.

  • Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.

  • Extensive project management experience with the proven ability to develop project plans and drive a diverse group of stakeholders to achieve milestones and deadlines.

  • Experience with issues resolution including root cause analysis, mitigation plans, and remediation activities.

  • Familiarity with iCaps and any other existing databases used across businesses for tracking/monitoring issues.

  • Expert knowledge of Citi products, Compliance, risk processes and controls with good understanding of regulatory requirements and risk management

Education and Training

  • Bachelor's/University degree, Master's degree preferred.
